General Assembly Resolution # 615
International Scientific Cooperation
A resolution to promote funding and the development of education and the arts.
The World Assembly:
Convinced that international scientific cooperation is an important pursuit, despite past difficulties in developing a comfortable model on the subject.
Recognizing that each member nation has its own interest in the scientific progress made by its people, and that other nations have no right to demand the fruits of that labor or dictate how it will be handled.
Deciding to avoid prior pitfalls by building a basic framework for scientific cooperation, without imposing demands that frustrate scientific progress, politicize scientific work, and cause quality and ethics problems.
Therefore, the General Assembly resolves as follows:
Article I: Definitions
When used in this resolution:
"Science" or "scientific" refers to the systematic exploration and study of the world (such as through experiment and observation), which is intended to produce or contribute to knowledge, and which is capable of being critically analyzed by others.
References to "member nations" include member nations' governments, public and private organizations, and citizens.
"Peer review" means having at least one expert in a particular field review a piece of scientific work and provide written feedback commenting on the validity of the work's methods, findings, and conclusions.
Article II: Cooperation Agency
(1) The International Scientific Cooperation Agency (ISCA) is established. ISCA's primary budget shall be allocated from World Assembly general funds. ISCA may also receive charitable donations, but may not accept any funds that are contingent on pursuing a particular policy or viewpoint. ISCA is tasked with the following primary duties:
To establish an international forum or medium for the free exchange of scientific ideas.
To receive submissions of scientific experiments, studies, articles, comments, notes, and other papers, and to establish a publicly-accessible database for them.
(2) Member nations are strongly encouraged to make all of their scientific literature available to the international community through the ISCA.
(3) Member nations are strongly encouraged to collaborate with other nations on scientific endeavors whenever international collaboration would make the endeavor more effective or efficient. For instance, when studying biodiversity, climate, oceanography, outer space, and other topics of international scope and importance.
Article III: Grants and Symposiums
ISCA shall periodically host symposiums on science topics of international importance. All member nations shall have reasonable and convenient access to ISCA symposiums.
ISCA shall provide monetary support (grants) to member nations for their science projects. ISCA shall award grants in reasonable amounts based on the overall cost of the project, the potential benefit to the international community, and the competing obligation to fund other worthy projects. ISCA grants are conditional on an agreement that the project will adhere to all applicable ethics and quality standards, and that the finished work will be submitted to ISCA for international publication.
Article IV: Rights of Member Nations
Member nations shall have the following rights with respect to the ISCA:
The right to determine whether their scientific work may be received by ISCA, according to national laws on subjects such as copyright, privacy, ethics, and security.
The right to equal and convenient access to the content of ISCA's database, subject to the condition that they have contributed science of their own to the database or are making good faith efforts to do so.
Article V: Responsible Research
Recognizing that standards for responsible science continue to develop, the following apply to ISCA submissions and publications:
Member nations must ensure their ISCA submissions comply with their national ethical standards and set international ethical standards;
Member nations must ensure their ISCA submissions have been peer reviewed and provide the peer review commentary along with the submission.
ISCA will evaluate each submission for compliance with quality and ethics requirements. If a submission does not meet relevant standards, ISCA will explain the deficiency and decline publication pending resubmission.
To promote transparency in science, ISCA will annotate each of its publications to indicate (1) if it was modified for international publication for any reason, and (2) if it received substantial negative treatment from peer review.
Article VI: Oversight
Recognizing the potential for a science agency to be unduly politicized without sufficient oversight, the ISCA Oversight Board is established with the following duties:
To hear any complaints from member nations alleging that they were improperly denied ISCA database access, publication, or grant money, or were otherwise aggrieved by an act or omission within ISCA's jurisdiction.
After hearing a complaint, to either affirm ISCA's action or redirect ISCA's action, with a public explanation for the result.

International Maxtopia Day
A resolution to express a position on international affairs and obligations.
Article I: A Brief History of Maxtopia
Maxtopia is an ancient nation with a rich culture, having been one of the first nations ever to be founded, such that the precise date of founding is not yet known, though historians indicate that this was around November 2002. As depicted through its hieroglyphs, Maxtopia was ruled by famous monarchs such as King Maxbari IV, rumoured to have been the instigator of several conflicts against North Bigtopia, creating a deep-running divide that lasts to this day.
Maxtopia was the very first nation to pass international legislation in this bodys predecessor, via HR#1 Fight the Axis of Evil. The resolution helped to rid the international community of evil and belligerent nations by (somewhat ironically) encouraging war to be waged against them. Despite being eventually repealed, the resolution was the foundation for all of the subsequent resolutions in that body to build on.
Following the above, Maxtopia soon became dormant. As the days, months and eventually years went by, pleas for Maxtopia to return and deliver the international community from evil fell on deaf ears. That is, until Maxtopia finally returned one day to the international stage, motioning for the dissolution of the body-that-shall-not-be-named and thus creating the World Assembly through GA#1 The World Assembly. This act certainly prevented the entire world from being summarily annihilated. Having once again made a monumental contribution to the international community, Maxtopia disappeared once more, returning to isolation where it remains to this day.
Article II: Fun Facts About Maxtopia
Maxtopia is ruled by a staunch (and brave) secular government, and are consistently clashing with Violetist extremists in bloody civil wars. Their efforts to dispose of these religious terrorists should be highly lauded, even if the policy of constant martial law may be a little excessive. It is rumoured that one of the other civil wars was caused by the coup detat of the government by magical ponies.
Maxtopias military might is nothing to be snuffed at. Maxtopia military services have been vital to fighting off coups in allied nations (for a price), and they have also made advancements in the field of military technology by researching supernatural tactics. Like-minded militaristic nations looking to expand their firepower can emulate the glorious armed forces of Maxtopia.
Maxtopia is a nation known for providing enormous amounts of oil and electricity to a multitude of nations, which help to power electronics for gaming and keep people warm. While the outbreak of civil wars sometimes cause disruptions and blackouts within other nations, we shall not take this vital service for granted. Maxtopia is also known to make cheap goods and farm seafood for all, ensuring that denizens worldwide can have access to jumbo shrimp and undergarments.
In addition to the already rich culture consisting of mummified monarchs, Maxtopia is famous for its artistic accomplishments, with many famed artists and art collectors hailing from there. In addition to traditional art, Maxtopians have also dabbled in modern art, such as by creating and disseminating hilarious memes depicting national leaders in funny poses. These cultural contributions have certainly enriched many museums and online humour pages.
No nation is perfect, and thus we shall also mention the darker parts of Maxtopia, including its liberal use of the death penalty, which is contrary to the World Assemblys position on it (established through resolutions such as Death Penalty Ban). Despite some rejoicing from it being used on annoying teenage pop sensations and alleged drug traffickers, Maxtopias use of it (especially by boiling counterfeiters to death during the Medieval times) has been widely condemned by members of the international community. Regardless, we iterate that this shall not detract from everything else Maxtopia has done, and that Maxtopia is still one of the greatest nations to ever exist.
Article III: Establishment of the International Maxtopia Day
The venerable nation of Maxtopia has long contributed to the very multiverse we stand in today. Despite currently being dormant, Maxtopias legacy is nothing short of impressive and should be officially recognised by the World Assembly. Thus, this document hereby declares the 13th of November to be the International Maxtopia Day. It should be celebrated annually, and nations regardless of World Assembly membership are warmly encouraged to partake in lavish celebrations with copious amounts of jumbo shrimp. The organisation of games which compare World Census statistics with other nations are also encouraged in honour of this amazing nation.

Security Council Resolution # 408
Condemn A Bloodred Moon
A resolution to express shock and dismay at a nation or region.
The Security Council,
Believing that Security Council resolutions such as Condemnations and Commendations are used to highlight either the bad deeds or good deeds of nations, and act as a historical record passed into law by the international community of World Assembly nations;
Arguing that there is a nation in existence that the international community of World Assembly nations should condemn for its actions and that this nation, known as A Bloodred Moon, is truly despicable and heinous in its deeds throughout the multiverse;
Acknowledging the fact that the people of A Bloodred Moon had their beginnings within the nation of Armaros, which resides in the region of Unknown, and that within the region of Unknown they learned both military and governance tactics which allowed them to succeed and lead in other regions of ill-repute;
Noting that the main region of ill-repute A Bloodred Moon has chosen to lead has been the one known as Lone Wolves United, a region that has been condemned by this council once before, and that their leadership has resulted in the resurrection of this said region from virtual inactivity beyond the capability of any other leader within this region before them;
Listing A Bloodred Moon's accomplishments within Lone Wolves United to be many, including the following:
Reviving the region from a state of inactivity that lasted from May 2018 to the point when they were appointed as Khan of the region, increasing the population from a dismal 25 nations to over 350 nations at this time while having a peak of over 500 nations in March 2022.
Growing the raider military composition of Lone Wolves United from 5 to 6 active nations to somewhere between 40 and 50 nations within the last three year period, an explosive increase that has led to the revival of one of NationStates' most destructive raider forces ever seen.
Creating a forum for regional national leaders to come together to discuss destructive attacks upon innocent regions, as well as to create a filing system for the regional records that were previously held in another place that was destroyed by the will of the gods.
Distraught over the amount of chaos and destruction that A Bloodred Moon has wrought throughout the multiverse, either by their national forces participating in attacking innocent regions or by their willingness to order the overall military forces of Lone Wolves United to participate in these activities, such as the attacks on:
The Embassy, a region which was locked away with a password only known to a select few national leaders. This raid was conducted using a spy within the regional ranks in order to learn the password, which led to an attack that resulted in over 3,500 embassies with other regions being closed. The largest embassy closure from a raid ever accomplished.
ASEAN Region on February 1st 2020, where over 90 raider nations came together to attack a region of around 30 nations. In this raid around 25 native nations were ejected from the region, making it extremely vulnerable to becoming refounded. The region never recovered from this attack and now sits inactive.
Asia on April 19th 2020, where over 80 nations from various raider regions came together to occupy the region. The occupation lasted for 8 days, culminating in the removal of a handful of the lesser influenced native nations within the region.
A Liberal Haven in early January of 2022, where the government of A Bloodred Moon organized and recruited other raider nations to pile upon the raider delegate nation within the region. This invasion saw over 200 invading nations and 9 organizations involved, ultimately leading to a few native nations being ejected from the region after it was passworded on the suggestion of A Bloodred Moon's colony nation. This nation acted as a Regional Officer throughout the entire occupation and its hand in the occupation led to the Security Council passing a Liberation in order to free the region from oppressing forces.
Aghast at the fact that A Bloodred Moon has been more than willing to attack regions inhabited by the extremely powerful nations of the multiverse, ranging from the region of Q102 which is inhabited by Pythagosaurus to the region of The Cuckoos Egg which is inhabited by SalusaSecondus.
Stating that A Bloodred Moon needs to be condemned by the international community for their actions across the multiverse of NationStates,
Hereby condemns the nation of A Bloodred Moon.

General Assembly Resolution # 616
Contact rights between Parent and Child
A resolution to improve worldwide human and civil rights.
The World Assembly,
Recognizing that WA#39 (The Right to a Lawful Divorce) requires that for children of a divorce, member states shall resolve issues of custody and support with an overriding priority on the best interests of each and every child;
Noting that different laws and customs between member states may allow said child to become the purview of a sole parent or legal guardian due to varying definitions on legal parenthood and marriage laws, and the interests of a child and abhors the potential resulting lack of contact rights by other parents as a a result;
Defining, for the purposes of this Resolution:
"Child" as a person that has not yet attained the age of majority in the WA member state ("Resident State") in which the person ordinarily resides;
"Court" as the relevant court, tribunal, or other competent authority of the Resident State on matters pertaining to the welfare and custody of a child, including the child's best interests (and to interpret what constitutes "best interests");
"Contact" as inclusive of each of the following separate rights: (i) right of a child to stay for a limited period of time with or meeting a Parent with whom that child is not usually living, (ii) any form of communication (including telecommunication) between the child and such Parent; (iii) the provision of information to such a Parent about the child;
"Custody" as inclusive of each of the following separate rights (i) Legal Custody, the right to make decisions about the child, and (ii) Physical Custody, the right and duty to house, provide and care for the child;
"Parent(s)" as (i) persons holding legal parenthood in the Resident State, as defined by the laws of the Resident State and (ii) in custody disputes, any plaintiff or defendant who asserts the right to legal parenthood based on the laws of the WA member state to which the said plaintiff or defendant is a citizen of;
Hereby requires that:
1. A Parent shall have the right to obtain and maintain regular Contact with a child, unless such Contact(s) are deemed by the Court to be manifestly contrary to the best interests of the child;
2. The said right to Contact shall not be denied to a particular Parent solely on the grounds of the Child being accustomed to be in the presence of only one or a specific number of the child's Parent(s);
3. Each of the three Contact rights defined herein shall be considered separately by a Court on its own merits and the Court may impose, in any and all instances where such Contact rights are exercised, such safeguards as it deems to be in the best interests of a child;
4. A Parent that does not have the right to Physical Custody of the child shall, unless deemed by a Court to be contrary to the interests of the child, be consulted on matters of Legal Custody that are deemed by the Court to be important to the child's best interests;
5. A child deemed by a Court as sufficiently competent shall have the right, if deemed by the said Court to be in the child's best interests, to (i) to receive all relevant information and (ii) to be consulted with regards to such Contact, and that due weight shall be given to those views and to the ascertainable wishes and feelings of the child;
6. In disputes on Custody, a Court must recognize the legal parenthood of a citizen of another WA member state, and to define that person as a Parent, as long as that citizen of the other WA member state can conclusively demonstrate legal parenthood in the WA member state to which that person is a citizen, even if that person would not otherwise be entitled to legal parenthood in the Resident State, and Contact rights may not be curtailed on the grounds of differences in the definition of legal parenthood between WA member states.
Further, hereby encourages a WA member state to also extend the rights to said Contact(s) to a Parent that is a citizen of a non-WA member state.

General Assembly Resolution # 617
Repeal: “Contact rights between Parent and Child”
A resolution to repeal previously passed legislation.
General Assembly Resolution #616 “Contact rights between Parent and Child” (Category: Civil Rights; Strength: Mild) shall be struck out and rendered null and void.
The World Assembly,
Identifying the resolution as, while well-intentioned, fatally flawed due to its weak mandates, nearly all of which seem to allow straight-forward circumvention or be actively harmful,
Concerned that the resolution allows member nations to just rephrase any reason for removal of contact or other rights the resolution attempts to protect -- such as antiquated moral codes or political reasons -- as being for the "best interests" of the child,
Recognising that as nearly all of the resolution's mandates make an exception where a member nation's courts deem that compliance would be against the child's "best interests", this means that a member nation can easily avoid the vast majority of the resolution, rendering it ineffective to the point where its presence serves little use,
Emphasising that section 6 is also actively harmful, as it coerces member nations to recognise legal parenthood at the whims of any member nation in which said parents happen to be citizens, even if clearly harmful to the well-being of the child, opening the doors to WA-wide abuse of child's rights,
Unconvinced that a resolution that does not do anything meaningfully useful should stand, as it does not protect any rights, but instead stands in the way of legislation to properly protect the rights the resolution tries to protect,
