[b][u]The Board of Alliances, Freedoms, and International Accommodations[/u][/b]

HER MAJESTY THE QUEEN OF THE NORTHERN ROSARY ISLES, THE PRINCIPLE CHAIRMAN OF THE COSSACK PEOPLES, HIS MAJESTY THE KING OF THE NORTHERN MOUNTAINEERS, THE PRESIDENT OF THE FEDERATION OF DERNEL, AND THE PRESIDENT OF THE GLOLRIOUS SOCIETY,

Deeply sensible of their solemn duty to promote the welfare of mankind across several spheres of acivity;

Desiring to secure peaceful relations between their respective states with the hope to preclude the return of recent hostilities between the undersigned parties;

Striving to provide succour to one another against predations from external powers;

Convinced that the cement of a mutual co-prosperity agreement will bind the peoples and governments in close friendship, further to the aims expressed above;

Have determined to conclude a treaty with these objects, and have appointed their plenipotentiaries:

WHO, after having communicated their full powers, found in good and due form, HAVE AGREED UPON THE FOLLOWING PROVISIONS:

[list=1][*][b]Membership.[/b]

[list=I][*]Accession to the Board of Alliances, Freedoms, and International Accommodations is performed unilaterally upon application.

[*]All members shall contribute monies to the Global Economic Bureau according to their taxation obligations, determined by the Administrative Council.

[*]Current members of the Board may be viewed in [b]Annex I[/b].[/list]

[*][b]The Administrative Council.[/b]

[list=I][*]The action of the Board under this Covenant shall be effected through a Board Administrative Council, established as the principal organ with subsidiary organs as follows: the [b]Security Enforcers of the Board[/b], the [b]Committee of Scientific Advancement[/b], the [b]Global Economic Bureau[/b], the [b]Board Monetary Fund[/b], and the [b]Department of Foreign and Internal Affairs[/b].

Such further subsidiary organs as may be found necessary may be established by decision of the Administrative Council.

[*]The Administrative Council shall consist of eight members of the Board.

[list=a][*]All members of the Board shall elect the members of the Administrative Council, electing those members believed best suited to guide the direction the Board takes.

[*]The members of the Administrative Council shall be elected for a repeatable term of two years.

[*]Current members of the Administrative Council may be viewed in [b]Annex I[/b]. 

[*]Each member of the Administrative Council shall have one representative.[/list]

[*]The Administrative Council may deal at its meetings with any matter within the sphere of action of the Board or affecting the peace of the world.

[*]Acts of the Administrative Council shall represent the expression of the legislative authority of the board. These Acts shall have direct effect and supremacy in members’ jurisprudence. Unlawful nullification of Acts will make a member liable to sanction by Section 3 and Section 5 organs.

Each member of the Administrative Council shall have one vote. Decisions of the Administrative Council shall be made by an affirmative vote of a simple majority of members.

[*]A member of the Board, or of the Administrative Council, that is found delinquent by the Administrative Council, such as being in arrears, shall have no vote in the Administrative Council, or in elections thereto.[/list]

[*][b]The Security Enforcers of the Board.[/b]

[list=I][*]In order to permit a robust regulatory mechanism in the case of severe infractions by delinquent members, and to supply a means for the common defence, and in turn comprehensively to deepen the shared interests and ties between members, there are established Security Enforcers of the Board.

With special regard for the defensive interests of members, Security Enforcers of the Board shall prioritize the neutrality of the Board, has a defensive purpose, and shall not seek aggressive objects.

[*]Further to their purpose as agents and guarantors of Board members’ collective security, the Security Enforcers of the Board shall organize and facilitate regular joint military exercises and opportunities for joint training, using in part monies disbursed for the purpose by the Administrative Council.

[*]In pursuit of their function as custodians of collective security of members of the Board, the Security Enforcers of the Board shall take receipt of military matériel and technology from members of the Board.

[*]Security Enforcers of the Board shall inspect all cargo between members to ensure no smuggled goods are transferred between countries before the cargo is shipped. Parties found in breach will be prosecuted according to the jurisdiction of the offence, and contraband confiscated by the Global Economic Bureau.

[*]The Administrative Council shall nominate such Security Enforcers of the Board as it determines necessary for the best interests of common security.

A Security Enforcer of the Board shall serve an unlimited term, until such time as the Administrative Council receives a representation that the Security Enforcer of the Board seeks to relinquish its duty, and accommodations can be made to make good the departure.[/list]

[*][b]The Committee of Scientific Advancement and Development.[/b]

[list=I][*]For promoting and overseeing joint scientific endeavours, the Committee of Scientific Advancement and Development is established.

The Committee of Scientific Advancement and Development shall consist of all members of the Board.

Each member shall have a representative on the [b]Board of Directors[/b] of the Committee of Scientific Advancement and Development.

[*]The Board of Directors shall aim to assist members’ technological advancement, and shall pay special regard to developments in service of space exploration technologies, information technology, and military matériel.

Using monies allocated them by the Administrative Council, the Board of Directors shall control assigned teams of scientists from members, which shall be provided by all members.[/list]

[*][b]The Global Economic Bureau.[/b]

[list=I][*]The Global Economic Bureau is established to create and supervise subsidiary agencies for the purposes of regulation and improvement of members’ economies and intra-Board commerce, subject to approval by the Administrative Council.

The Global Economic Bureau shall give special weight to the protection of members’ industries.[/list]

[*][b]The Board Monetary Fund.[/b]

[list=I][*]For the processing of membership taxes, the extension of credit, and purchasing agreements, the Board Monetary Fund is established.

The Board Monetary Fund shall levy the membership tax, and shall take possession of contraband seized under Section 3 Article IV.[/list]

[*][b]Foreign and Internal Affairs Department.[/b]

[list=I][*]To manage subsidiary agencies, the Foreign and Internal Affairs Department is established, with the purpose to effect the will of the Board as expressed by the members of the Administrative Council. The following subordinate agencies will have jurisdiction in member states co-equal with domestic agencies, subject to approval by the Administrative Council:

[list=a][*][b]The Special Operations and Investigation Bureau;

[*]The Surveillance and Intelligence Agency;

[*]The Border and Homeland Security Agency;

[*]The Department of Foreign Affairs and;

[*]The Department of Human Services.[/b][/list]

[*]The agencies of the Foreign and Internal Affairs Department shall protect members from internal and external threat actors, through intelligence, counterintelligence, special forces, secret police, anti-terror forces, negotiation, the provision of healthcare for members’ populations, and aid during disasters.[/list]

[*][b]General Provisions.[/b]

[list=I][*]It is the duty of all members to ensure the safety of commerce between members through the deployment of military forces.

[*]Members shall provide military basing in their countries to other members, as a vital measure to promote peaceful relations.

[*]In the event of an Act of the Administrative Council requiring military commitments, all members shall put forth the greatest effort. To this end, all members must maintain a well-rounded, well-funded, well-equipped, and well-manned military.

[*]Free travel of members’ scientists between members, in professional capacity, shall not be circumscribed.

[*]Members’ scientists working independently will hold rights to patents and all resulting profits.

[*]A member government shall not interfere in an independent project unless it—

[list=a][*]violates the member's national security, or

[*]violates the security of the Board.[/list]

[*]Independent researchers are expected to raise their own funds however they see fit, yet members may fund projects they deem necessary or important, and withdraw funds from projects with which they no longer agree. All scientific fields are protected.

[*]When a corporation registered in one member operates in the jurisdiction of another member, said operations must abide only by the laws of the jurisdiction in which they occur. Members thus have their economic principles protected, and may prohibit practices as necessary, without demanding their replication by fellow members.[/list][/list]
