Due to recent events in Lazarus, it has come to my attention that not much is really going on in terms of major events. Especially considering a quite peculiar conflict that occurred between actors in both the Southern and Northern Hemispheres, many nations have secluded to more isolationist activities. The New Light Order was left unchecked save for those who suffered from their attacks, while war percolated in the Cossack Strait, heated by both the aggressors and the supposed peacekeepers. Now, the largest-scale modern conflict in our history has been unleashed upon the planet and where does humanity find it’s peacekeepers? No actor involved in the affair was merely an observer, leaving no substantial neutral force to de-escalate the situation. Where were the negotiators and mediators? The former failed without the latter, and as such any attempt of diplomacy aimed at reducing the body count was all but moot. Without a consistent force bringing the many nations of the world together to function as a unified platform for greater cooperation as well as to communicate and act on issues that afflict humanity as a whole, there seems to be such an emptiness to the words “peacekeeper”, or “diplomat”, as neither can effectively perform the duties trusted with them to bring about necessary change.

It is for these very reasons on this grim hour that the Rosary Isles makes its case, assisted by several like-minded governments, for the initiation of the Board of Alliances, Freedoms, and International Accommodations.

Let this organization be a testament to our will as a people to work together to achieve greater heights. The Board shall be a platform for the world’s issues, where solutions shall be dealt with by an eight-seated Council. However, do not let this dissuade members of the Board who do not hold a seat, as they may still work with Council members in order to see their ideas come to fruition. The full document outlining the responsibilities and benefits of the Board are listed in the official document below.

The Board of Alliances, Freedoms, and International Accommodations

  • Section 1: The Board Administrative Council.

    Establishes the Board Administrative Council,comprised of eight seats; these eight seats are held by nations the Board believes are best suited to guide the direction that the Board takes. Current members of the Council may be viewed at the addendum of this document which must be updated by member nations when a change occurs.

    Acts passed by the Board Administrative Council do not require the consent of all Council members, merely requiring a simple majority to pass. Unlawful nullification of any acts passed by the Council will be dealt with jointly by the Security Enforcers of the Board as described in Section 2 and the Global Economic Bureau as described in Section 4 which gives the Council the power to sanction delinquent members of the Board.

  • Section 2: Pledge of Military support.

    Establishes the Security Enforcers of the Board.

    Allows for joint operations of militaries to work in unison to protect key assets of each other's nation. The SEB will prioritize neutrality and defensive action rather than aggression.

    Commerce to countries outside of the Board are not required to be protected by another member nation’s armed forces, however commerce between member states is required to be protected.

    Provide military equipment and technology to the SEB in order to keep combined force up to date with the latest tools and advancements to help combat against aggressors in the most efficient and advantageous way possible. In military action, efficiency in subduing targets is of the utmost importance.

    Provide joint military training to ensure that each fighting force is well trained and experienced in the previously mentioned technology and modern tactics.

    Provide joint military bases in each other's nations to ensure that aggression between member states does not occur.

    Although the militaries of each nation will work closely together on many missions, the independence of each nation's military is still recognized, however militaries are expected to put forth the greatest effort in maintaining a well rounded, well funded, well equipped, and well manned joint military.

  • Section 3: Pledge of R&D support.

    Allows for free travel of scientists between member nations to perform scientific experiments.

    Scientists working independently will hold rights to patents and all profit made. Governments will not be allowed to interfere with development of independent projects unless:

    A. It violates national security, or
    B. It violates the security of the Board.

    Investigations into suspicious persons and/or corporations are covered in Section 5. Independent researchers are expected to raise their own funds however they see fit, yet member states may be allowed to fund projects they deem necessary or important and withdraw funds from projects they no longer agree with. All scientific fields are protected.

    Establishes the Committee of Scientific Advancement and Development (CSAD).

    A group of representative scientists working for a member state’s government are required to be a part of the CSAD. The CSAD is a joint scientific research and development agency meant for the creation of government and military technology. The CSAD will be led by a board of directors consisting of one scientific mind from each member state. The priorities of the CSAD will be development of a Space Program, Information Technology, and Weapons Manufacturing for the use of member states governments and militaries.

  • Section 4. Pledge of Economic support.

    Establishes the Global Economic Bureau (GEB) which consists of agencies created to regulate and improve each nations economies and commerce. The goal of the GEB is to maximize profits for the Board and protect the businesses of member states.

    Establishes the Board Monetary Fund (BMF) to handle membership fees, financial loans and transactions, as well as a variety of other processes deemed necessary by the Board Administrative Council. The BMF also oversees the membership tax and ensures that this tax is collected in order to fund all agencies listed in this document in order to ensure the economic stability of the Board.

    Business practices of each nation will be protected, however corporations must abide only by laws set in place by the nation they are dealing within. This is to protect the economic principles of member states and gives member states the jurisdiction to ban practices they see unfit to their own society without pushing unwanted policies onto fellow states.

    Corporations found violating laws of member nations will be subjected to a fair trial consisting of the offended state and the state to which the corporation belongs to.

    SEB has the jurisdiction and responsibility of inspecting all cargo to ensure that no smuggled goods are transferred between countries before the cargo is shipped. Corporations found trying to smuggle items will receive a fine and the attempted smuggled goods will be confiscated by the GEB. Further action will be taken if smuggled goods pose threat to a nation's security.

  • Section 5: Internal Affairs and Foreign Policy

    Establishes the Special Operations and Investigation Bureau (SOIB), the Surveillance and Intelligence Agency (SIA), the Border and Homeland Security Agency (BHSA), and the Department of Foreign Affairs (DFA). These are meant to protect member states from internal and external threats with the use of counterintelligence, special forces, secret police, and anti-terrorist forces, as well as provide means of negotiations and intelligence on foreign nations.

    Establishes the Department of Human Services (DHS) which provides healthcare for the population of member states and comes to the aid of member nations undergoing disasters.

All nations who are a part of this treaty maintain their right to an independent and sovereign nation.

(2) Since it is highly impractical verging in goddmodding having a vast, "disembodied" all powerful AI, I will try to change it to a human-like equivalent consistent with stats and issues. Although it may be difficult creating a character leader to stand or having the lore of the others.
(3) It would be practical to suppose that most of the population is on an "Aigania Prime" and the territory on Planet Lazarus is simply a state of the Federation that is on a diplomatic nexus planet. (For balance and for keeping with the stats).
(4) That would be interesting to RP with so many "capitalistic" economies vs my "socialist" one.

Good work for this! This is your Convention in a basic diplomatic format. A few choice edits aside, to resolve conspicuous uncertainties, it is preserved. I hope this is to your satisfaction, and that y'all will find it a useful template for expansion. It needs a little more polish, setting limits on what can be done to members, what can be discussed, etc. (it currently could be read like a Super-H.R.E. or E.U. that is about to amalgamate its members into a single state), so I pray this document offers clarification on the sort of thing further negotiations might want to straighten out.

The fluff at the beginning just requires the name and title of an ambassador who would sign the treaty. It is the done thing. Consulting welcome, advice forthcoming. Enjoy shaping it into a signal accomplishment of diplomacy and cornerstone of regional peace (or war)!

[*]Acts of the Administrative Council shall represent the expression of the legislative authority of the board. These Acts shall have direct effect and supremacy in members’ jurisprudence. Unlawful nullification of Acts will make a member liable to sanction by Section 3 and Section 5 organs.

Each member of the Administrative Council shall have one vote. Decisions of the Administrative Council shall be made by an affirmative vote of a simple majority of members.

[*]A member of the Board, or of the Administrative Council, that is found delinquent by the Administrative Council, such as being in arrears, shall have no vote in the Administrative Council, or in elections thereto.[/list]

[*][b]The Security Enforcers of the Board.[/b]

[list=I][*]In order to permit a robust regulatory mechanism in the case of severe infractions by delinquent members, and to supply a means for the common defence, and in turn comprehensively to deepen the shared interests and ties between members, there are established Security Enforcers of the Board.

With special regard for the defensive interests of members, Security Enforcers of the Board shall prioritize the neutrality of the Board, has a defensive purpose, and shall not seek aggressive objects.

[*]Further to their purpose as agents and guarantors of Board members’ collective security, the Security Enforcers of the Board shall organize and facilitate regular joint military exercises and opportunities for joint training, using in part monies disbursed for the purpose by the Administrative Council.

[*]In pursuit of their function as custodians of collective security of members of the Board, the Security Enforcers of the Board shall take receipt of military matériel and technology from members of the Board.

[*]Security Enforcers of the Board shall inspect all cargo between members to ensure no smuggled goods are transferred between countries before the cargo is shipped. Parties found in breach will be prosecuted according to the jurisdiction of the offence, and contraband confiscated by the Global Economic Bureau.

[*]The Administrative Council shall nominate such Security Enforcers of the Board as it determines necessary for the best interests of common security.

A Security Enforcer of the Board shall serve an unlimited term, until such time as the Administrative Council receives a representation that the Security Enforcer of the Board seeks to relinquish its duty, and accommodations can be made to make good the departure.[/list]

[*][b]The Committee of Scientific Advancement and Development.[/b]

[list=I][*]For promoting and overseeing joint scientific endeavours, the Committee of Scientific Advancement and Development is established.

The Committee of Scientific Advancement and Development shall consist of all members of the Board.

Each member shall have a representative on the [b]Board of Directors[/b] of the Committee of Scientific Advancement and Development.

[*]The Board of Directors shall aim to assist members’ technological advancement, and shall pay special regard to developments in service of space exploration technologies, information technology, and military matériel.

Using monies allocated them by the Administrative Council, the Board of Directors shall control assigned teams of scientists from members, which shall be provided by all members.[/list]

[*][b]The Global Economic Bureau.[/b]

[list=I][*]The Global Economic Bureau is established to create and supervise subsidiary agencies for the purposes of regulation and improvement of members’ economies and intra-Board commerce, subject to approval by the Administrative Council.

The Global Economic Bureau shall give special weight to the protection of members’ industries.[/list]

[*][b]The Board Monetary Fund.[/b]
