This is Angel of Charity that we are talking about, a superpower that used to be king of the world. And I don't think we went full out treaty of Versailles on Angel, so he still has a sizable military.

That is one way of doing things. However, Gunter wants to try and avoid as much death and destruction as possible. So he has other plans in place.

IC background: Danto speaks Italian natively. He finds Spanish relatively easy to understand since it and Italian are both Romance languages. His diplomatic speaking skills, on the other hand, are about to be tested.
