Not a person of authority , but I wouldn't think it would be a problem, as long as it balances out for your nation. This is normaly know as the Gross Regional Domestic Product, in the US this is as wide spread as $76,000 per capita for California to $32,814 for Mississippi. The national GDP in the US is $45,837. So if your city or region has a high GRDP then the rest of the country must be very low to balance it out.

Exactly what I plan to do. Around half a dozen cities with really high GRDP whereas the rest have really low numbers.
Did you see my post about the exports? It could be used to further relations and set up supplies. For example, Austrovik-Germania exports cars to the PenguinLand, in return it imports cheap, efficient PenguinLand steel to fuel it's factories.

The Enterprise E400, is a Scantarbian short-haul and regional airliner, manufactured by Enterprise Aircraft Company. The airliner has a seating capacity of up to 112 passengers and a range of over 2,700 nautical miles (5,000 km). The E400 is a high-wing cantilever monoplane with a T-tail. It has two Astorian Dynamics ADTF 1700L turbofan engines mounted on pylons underneath the wing and has a retractable tricycle landing gear. The aircraft has a STOL (Short Take-Off and Landing) capability with a very quiet operational noise, earning the nickname "Silenthopper". It sees wide usage at small, city-based airports. The aircraft autopilot systems itself has an autoland capability with CAT IIIC certification, connected with the GNOSIS system for navigational aid. To expand the aircraft's range, it can be outfitted with a probe to allow aerial refueling through the probe-and-drogue method.

The Caelius Dynamics C-110 is a short-haul and regional airliner that was manufactured in the Alteran Republics by Caelius Dynamics, later co-produced by Alteran Aerospace. Production begun in 2003, but did not become available until the following year. Manufacture of an improved version, known as the C-110 B and C-110 C began in 2008 and 2012 respectively. A further-improved version with new engines, named as the C-110 X, was announced in 2017, but only two prototypes and one production aircraft were built before production was put on hold the same year. With only dozens of airframes assembled and sold, it remains one of the least popular civil short-haul jet airliner programmes to originate from Altera.
The CD C-110 is a high-wing cantilever monoplane with a T-tail. It has four turbofan engines mounted on pylons underneath the wings, and has retractable tricycle landing gear. The aircraft has very quiet operation, and has been marketed as the "STOL C-100", as it features much of the same fuselage. It sees wide usage at small, city-based airports such as Formiae and Tui Aerohubs. In its primary role, it serves as a regional jet, short-haul airliner, or regional airliner, while examples of the type are also in use as private jets. The CD C-110 is in wide use with several Alteran-based carriers such as Laker, Zip and AirLink Argus.
The CD C-110 was produced in A, B and C models. The freight-carrying version carries the designation "QT" (Quiet Trader), and a convertible passenger-or-freight model is designated as "QC" (Quick Change). A "gravel kit" can be fitted to aircraft to enable operations from rough, unprepared airstrips.
Design
Caelius Dynamics, and later Alteran Aerospace, promoted the C110 to airlines as a "feederliner" and short-haul regional airliner. The airframe of the aircraft and many other key areas were designed to be as simple as possible, developed from the successful. The engines lack thrust reversers due to their perceived reduced effectiveness in anticipated conditions. Instead, the CD C-110 features a large airbrake with two petals below the tail rudder at the rear of the fuselage, which has the advantage of being usable during flight and allowing for steep descent rates if required. In addition, the aircraft has full-width wing spoilers, which are deployed immediately on landing.
The aircraft proved to be useful on "high-density" regional and short-haul routes. In economy class, the C-110 can either be configured in a standard five-abreast layout or a high-density six-abreast layout, making it one of few regional jets that can use a six-abreast layout in economy class. Reportedly, the aircraft is profitable on most routes with only marginally more than half the seats occupied.
The CD C-110 is also renowned for its relatively quiet operation, a positive feature that appealed to those operators that wanted to provide services to noise-sensitive airports within cities. The aircraft is one of only a few types that can be used on flights to the non-VTOL aerohubs, where the Oakoms O.141 is popular, which has a steep approach and short runway.
According to the C-110's chief designer, Harold Gwon, making the aircraft as easy to maintain as possible and keeping operators' running costs as low as possible were considered high priorities from the start of the design process. Gwon highlighted factors such as design simplicity, using off-the-shelf components where possible, and the internal use of firm cost targets and continuous monitoring. Caelius Dynamics and Alteran Aerospace also adopted a system of cost guarantees between component suppliers and the operators of the C-110 to enforce stringent requirements.
Drawing on experience from the C-100, the O.141 and AAe 4-11, both the fuselage and wing were carefully designed for a reduced part-count and complexity. A high-mounted wing was adapted with an uninterrupted top surface; the C-110's wing did not make use of leading-edge extensions, which also enabled a simplified fixed tailplane. The undercarriage of the aircraft is toughened to resist damage and stability is maximised by the placement of landing gear, of particular value when operating from rough airstrips. The layout of the undercarriage was also altered from the C-100 - with the central/rear wheels emerging from the fuselage.
The engines are not fitted with thrust reversers, instead the aircraft has a clamshell air brake in the tail and full width spoilers on the wings.
The C-110 was the second aircraft, after the C-110, to use carbon brakes. The aircraft features a low amount of composite material, used in parts of the secondary structure only. Initial production aircraft featured a conventional cockpit and manual flight controls. At launch, the onboard auxiliary power unit consumed only half the fuel and weighed only a third as much as other contemporary models. In 2019, Caelius Dynamics and Alteran Aerospace chose the C-110 to serve as the base aircraft for new developments in hybrid-electric aircraft engines.

Many airliners can easily reach out past 4,000 nmi, so I don't know why you think that's a big deal. If your larger one is based on the Tristar, you can have a version that reaches 5,345 nmi (9,899 km).
