Southern Cities, improving your citizens' freedoms can be done by answering issues. Try to pick options which look like they would increase freedoms, and with a bit of patience, you'll get there!

yeah sorry about the Blantant Opression. I think I picked the wrong questions on the starting quiz, and my people started opressed. Im trying to do something about it, but It'll take a bit.

Mikalan Empire, it isn't my thing. It started bad, and I made some decisions that accidentally reduced those categories.
