Suicide in police custody is a nice way of saying your officers of the law were beating people to death to force confessions and accidentally went too far, or that your bureaucratic system is so overly complicated that trials and whatnot took so long the only escape for many was death, or even that your prisons didn't even have Wifi or any internet connection, a fate worse than death.
