So, with Peter Parker revealed, and because he's been accused of massacres in London, Norman Osborn see's this as an oppurtunity to take out Spiderman. However, in order to avoid any harm to himself, professionally or physically, he hires a well known mercenary with his own unique power, to hunt down Peter Parker and capture Spiderman once and for all. We all know where this is going.
