I don't understand your reasoning on the not backing down thing. If I tell somebody to stop acting homophobic IRL, I don't expect a written promise of changed behaviour. I just expect changed behaviour. And if I kept hounding someone who had already changed, that would not be right of me.

I also don't see how it's TMI's responsibility to pay your war debts in this situation.

For the second part, it's mostly because I need something or I'm likely to cause massive defections to the rebels within my own nation as well as protests/riots. As is realistic in a nation that has relatively recently exited a civil war.
