The Holy Throne indicates that most of the Congregation's metal and mineral reserves are not under the Throne's direct jurisdiction. To access them, negotiations with the draconic matrons of the Forest of Rocks are necessary.

Don't do X type of RP with people who don't want to do X type of RP with you. In this case it's swarm RP that doesn't seem to be wanted.
