The COIA sends the most polite letter they could muster to Osterreich und ungarn's War Ministry, which goes along the lines of this:

Dear Sir Eugen Rangel, Minister of War

We humble servants of our glorious republic are in need of modernization. The design philosophies of some of our combat vehicles are designed for warfare that hasn't resurfaced since the end of the 20th century. We humbly request the updating of our main battle tanks to be replaced with the Donnerschlag tank. The current model of Heavy tank in service is also in need of replacement, and for such a task we would like the acquisition of the schematics for the Reaper chassis and the rights for it and the Donnerschalng's production.

Furthermore, the COIA navy is also in need of refit. The Kaiser class dreadnaught was built yet again for a century past, and serves no more than to be a symbol. It has been determined that the best course of action would be to then transform it into a heavily armored carrier. Where as the refit of the Kaiser class dreadnaught into an aircraft carrier can be carried out by current ship yards, we wish to acquire 112 Nueport class corvettes and 42 Hoffman class destroyers. While the Kaiser class and Archer class are the only ships that will see their designs changed or otherwise stripped down, it has been determined that the specific ships requested would best serve the navy in terms of modernization.

In addition to these ambitious requests, the purchase/production of 150 Wildschwein, 300 Piranha, and 300 Maultier aircraft is requested. In addition to this, I would like to ask for the re-assignment, purchase, or production of 500 Jagdhund fighters, and the method of which these are procured is entirely left to you.

For otherwise more widespread changes, we would like the purchase of advanced radar, range finding, and other sensory equipment to modernize current warships of the fleet and men of the line. The addition of such would improve the ability to engage and destroy targets at sea, and improve the accuracy and effectiveness of bombings and artillery on land.

The COIA is ready and willing to pay for any of the requested changes.

Oh yeah also the HARC can't be hypersonic according to Charity because of the fact they can't be shot down. If you have quarrels with this take it up with him, not I.

The Ministry sends a response

To: The COIA of the Autonomous Federal State of the Death Syndicate

As you all have been loyal patriots, not just to the Republic, but to the Nation as a whole, The War Ministry and both of the respective Army and Airforce Departments of Requisition and Logistics will grant you all requested aircraft and land vehicles from the current Federal Stockpile. However, the license cannot be granted as it is a maintained contractual relationship with adherent corporations that these licenses remain Federal.

Concerning the requested Naval Assets, we cannot currently grant them outright at this time due to our own desire to expand the Navy, however various shipyard and construction corporations can and will be asked to start constructing these ships for your own navy, all of which will come out of the Federal Reserve, so don’t worry about your State needing to pay.
