Ever since slavery was legalized in the west, vast amounts of people of color have tried migrating east. To address this problem, western states have established the Bonham Rangers, a task force given jurisdiction of slave states to forcefully keep slaves within the west. Slave states are now pushing for the Central Council to give slave states; therefore the Bonham Rangers, the authority to captured escaped slaves that have escaped to non-slave states.
