Armel Garreau of the Therveux Free Zone encounters an Icewindian Bomber alone fly over the city and attempts to drop letter's across the city. The Bomber has two Jet Fighter escorts. The Letters ask for a meeting between Divine Empress Esolda and Armel Garreau on a set Radio Frequency can he respond to accept or not. With Nationalists in spitting distance Esolda wants to negotiate the future of the city and avoid a Battleground that may turn the city into dust between Socialist and Nationalist forces.

RP: Neutrality above all else
Mayor Garreau sends a letter to Esolda refusing negotiations on the subject of a possible handover of the city to the nationalists. In the letter he points to the fact that half of the cities neighborhoods are socialist leaning and the other are nationalist leaning (due to the populations descended from immigrants from the north and south) and that a handover to either side will inevitably plunge the city into further violent street battles much worse than Red Sunday and he claims that strict neutrality, in his view, is the only way to keep peace in the city.
