It all depends. One, remember that this exclusion zone is outside your territorial waters, meaning that, in theory, most of your seafaring citizens shouldn't be out there. Your waters and land are not effected by the blockade. Two, smuggling is subjective depending on what goods and/or people are on their vessels.

Plus, they can't just go past the blockade. A fair amount of them would most likely either be detained so they aren't in open water, or they'd to either anchor in place or go to shallower waters and anchor.

The point of the Exclusion Zone is to stop anything from getting in AND from getting out.
