Environmentally sealed arcologies or space stations are the most preferred method of development for human-like species habitation. Zones can be specifically tailored to not support pest species, whereas reserves can be used to preserve or even resuscitate endangered ecosystems by providing them a sealed environment to flourish within. All the while allowing unlimited development, without any effect on the external environment (in planetary applications).
