Rationale & Analysis

Reducing Bycatch is a proposal which aims to do much as it seems; reduce the amount of fish lethally or harmfully caught unintentionally, so as to limit the environmental impact of fishing industries.

While we are not overall impressed with its specific mandates, as it shoves much of the work of defining limits onto Member-States which very certainly may not develop appropriate standards to do so, the key mandates of the proposal - that being, the establishment of a scientifically-backed standard, and the prohibition on imports of seafood products which do not follow similar guidelines, - are substantive enough to earn support. Any step that prevents total environmental destruction by wasteful and exploitative practices is a necessary and desirable one, particularly wherein more stringent measures are not blockaded in so doing.

As such, the Ministry of World Assembly Affairs has directed Kethania to vote FOR Reducing Bycatch, and urges the Bloc's World Assembly nations to do the same.

Rationale & Analysis

To be clear; the Bloc is firmly against slavery in all forms.

Relevantly, however, despite the targeted title, - and its rare recognition of systemic violence as violence, - the proposal is both rhetorically, and legislatively toothless. You may have noticed that this is a Security Council recommendation, not a General Assembly one. Per the General Assembly, Slavery - with very few highly regrettable exceptions, - is already universally banned within Member-States.

While we certainly don't object to such a vocal condemnation of it where it exists beyond the World Assembly's ability to prevent, this is not a serious attempt at such. Nonetheless, we are disinclined to reward legislation that does not include so much as the bare-minimum of argument.

As such, the Ministry of World Assembly Affairs has issued Kethania NO RECOMMENDATION on Declaration Against Slavery and its Violence, and urges the Bloc's World Assembly nations to vote their conscience.
