So on the poll I voted for Harley Quinn because I feel that she's a really misunderstood character. Given the chance and help that she needs, I feel like she'd be a good mother.
I also remember one episode of Batman Beyond that showed her as a caring/disciplinary grandma that pays for her two criminal grand daughters bail.
The fact that she gave up her life of crime and took in her two rebellious grand daughters, shows that she at least has some sort of redeemable maternal qualities.
