The kingdom is concerned with the recent developments in the municipality of Ignalina, which lies much closer than Chernobyl, and will be keeping a wary eye on the reopening of the nuclear plant in the municipality. We trust that ensuring the proper safety standards and protocols in the operation of this site is a key priority of the Baltic government not only for millions of others but it's own citizens as well. BE IT ENACTED by the King’s most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:

Section 1: Definitions

"Elevated infrastructure" refers to any construction including buildings, roads, and bridges that are elevated above the current highest recorded tide level to withstand rising sea levels.
"Renewable energy sources" include solar, wind, and other sustainable energy technologies that do not deplete natural resources.
"Sustainable tourism" refers to tourism activities that contribute to the environmental, social, and economic well-being of the Maldives while minimizing environmental footprint.
Section 2: Infrastructure Resilience

    Thank you for your concern. The revival of nuclear energy within the Baltic Confederation paves the way for a clean future for the Confederation and region as a whole. It is important first to outline the origin of Ignalina RMBK Reactors, as respectfully it seems you may be unfamiliar with the changes that were put into place after the events at the CNPP (Chernobyl Nuclear Power Plant). The two units we plan to have operational were first created just before the disaster, with Ignalina being outfitted with technology more advanced than that at the CNPP. Advancements such as modified fuel assemblies to counteract higher heat flux and safer bubbler pools in the case of an accident would already have curbed the disaster seen at the CNPP if it occurred at Ignalina.

    Ignalina was also limited to half the operational capacity of the Chernobyl NPP with only two units utilizing a different turbine system from the units at the CNPP, with subsequent expansions canceled as a result of safety concerns. Our twin RMBK 1500's graphite-moderated nuclear reactors worked in conjunction, as opposed to the four RMBK 1000's operated at the CNPP. After the disaster at the CNPP, nuclear scientists from all over the former USSR, including a large portion from within the Baltic region, were able to upgrade the two remaining Ignalina units to modern standards. Beyond the retrofitting done at Ignalina in the 1990s, Rosatom remains a global leader in nuclear energy and the most experienced in the prevention and control of nuclear energy generation. Thus, the repairs and reconstructions done in the coming months and years will add additional upgrades even farther beyond the initial retrofitting. With some 30 years of overwhelming success at the plant, we are confident in its ability to safely operate in the region. Through the recent period of dormancy, we have learned where the Ignalina NPP needs upgrades and what changes need to be made to maximize safety and energy output.

    The current plans for Ignalina remain based on proven data from other Rosatom sites and I can assure you that we take great pride in having a seat in the operation. The Baltic Confederation has full trust in Rosatom and the team of Balts who will be assigned to the NPP for the benefit of all people.

    Ignalina, and nuclear energy as a whole, remain a critical tool as we transition our countries into clean energy. Hopefully, this has clarified the history of innovation and safety already present at the Ignalina NPP. As well, we hope to display our dedication to being open about the operation at Ignalina NPP. We have come a long way since 1986, and we welcome Mardalengoth to ask further questions or visit to fully understand what nuclear energy looks like in the modern age.

      Establishment of the Framework for Peace, Security, and Development in the Pacific (FPSDP)

    The Russian Ministry of Foreign Affairs is pleased to announce the signing and ratification of the Framework for Peace, Security, and Development in the Pacific (FPSDP) by the relevant parties. The treaty, signed by the Russian Federatsya, Zhonghua-Diguo, and Saechosun, marks a significant milestone in promoting peace, stability, and cooperation in the Pacific region.

    The FPSDP embodies a shared commitment to enhancing mutual understanding, trust, and confidence among neighboring nations. The treaty encompasses key provisions aimed at fostering economic development, enhancing security cooperation, and safeguarding territorial integrity.

    Of particular importance is the commitment to construct a high-speed rail network connecting the cities of Shenyang, Hanyang (Seoul), and Vladivostok. This infrastructure project will serve as a catalyst for economic growth, promoting trade, investment, and people-to-people exchanges among the Parties.

    Furthermore, the Parties have reaffirmed their commitment to respecting each other's territorial integrity and sovereignty, pledging to support and aid one another in any international disputes regarding said territory. Additionally, the treaty includes mechanisms to streamline the movement of goods and resources deemed essential, facilitating economic cooperation and prosperity in the region.

    The signing and ratification of the FPSDP underscore the strong bonds of friendship and cooperation among the Russian Federation, the Republic of China, and the Kingdom of Saejoseon. It represents a clear demonstration of our collective commitment to promoting peace, security, and development in the Pacific region.

    The Russian Ministry of Foreign Affairs looks forward to working closely with our partners to implement the provisions of the FPSDP and further strengthen our cooperation in pursuit of our shared goals and aspirations.

    Framework for Peace, Security, and Development in the Pacific (FPSDP)

    Preamble

    The Russian Federation, the Republic of China, and Saejoseon, hereinafter referred to as "the Parties,"

    Acknowledging the importance of fostering peace, security, and development in the Pacific region,

    Recognising the benefits of enhanced cooperation and collaboration among neighboring nations,

    Determined to promote mutual understanding, trust, and confidence among the Parties,

    Have agreed to the following Framework for Peace, Security, and Development in the Pacific (FPSDP):

    Article I: Territorial Integrity

    The Parties reaffirm their commitment to respecting each other's territorial integrity and sovereignty. They pledge to support and aid one another in any international disputes regarding said territory, in accordance with international law and the principles of peaceful coexistence.

    Article II: Joint Security Arrangement

    The Parties agree to establish a joint security arrangement aimed at coordinating each nation's defense forces. This includes:

    1. Conducting joint military and naval exercises to enhance interoperability and readiness.

    2. Sharing of data related to security and defense, including intelligence and threat assessments.

    3. Facilitating the procurement of each nation's military equipment, should it be desired, through mutual cooperation and assistance.

    Article III: Streamlined Movement of Goods and Resources

    The Parties agree to facilitate mechanisms to allow for a streamlined arrangement for the movement of goods and resources deemed essential. This includes the development of efficient transportation routes, customs procedures, and trade facilitation measures to promote economic cooperation and prosperity in the region.

    Article IV: High-Speed Rail Network

    The Parties commit to jointly construct a high-speed rail network connecting the cities of Shenyang, Hanyang (Seoul), and Vladivostok. This infrastructure project aims to enhance connectivity, promote economic development, and facilitate people-to-people exchanges among the Parties.

    Article V: Final Provisions

    This Framework shall enter into force upon signature by the Parties and shall remain in effect until superseded by a subsequent agreement or terminated by mutual consent. Any amendments to this Framework shall be made by mutual agreement of the Parties in writing.
