    what worries me about the voter registration is that the EC did not send out the link to register. which is possibly only letting the political elite vote in elections, which is never good.

    RAYEKKA FOR PRIME MINISTER
    REBUILDING THAECIA

    Campaign Statement

    My name is Rayekka and I am running for Prime Minister in the November 2019 Thaecian General Election. I am running for three reasons.

    One, to rebuild Thaecia. Thaecia is facing harsh times, our regional nation count is down, we are still licking our wounds after a rocky summer of controversies and relationships in Thaecia are being stretched. I am committed to rebuilding Thaecia and making Thaecia a place anyone can call home.

    Two, to fight for the people. There is nothing more important than the people. Thaecian residents are who make Thaecia so special and close to my heart. Residents bring humour, happiness and intrigue to Thaecia and it is important we encourage this behaviour so Thaecian can continue to be a welcoming, friendly and diverse region that has its very own unique place in NationStates. The people must be heard, and I am the ears that will hear them.

    Three, to reinstall activity into everyday Thaecia. What is key to an active Thaecian RMB & discord is an active government. As Prime Minister I will build a team around me that is not only active themselves, but active in interacting with the community, providing government accountability, and creating events for Thaecians to enjoy.

    By following these three core principles, I will work tirelessly rebuilding Thaecia for you and future nations to come.

    Who is Rayekka?

    I have been a Citizen of Thaecia since February 2019, near to Thaecia's founding. I have served in multiple key roles in Thaecia where I have helped shape Thaecia into what it is today.

    My career in Thaecia began when I was elected a Member of Parliament to the first Parliament of Thaecia, in which I served as the first ever Speaker of the House of Commons. During my tenure as Speaker of the House, efficiency, thoroughness and hard-work were my key priniciples which lead the House to pass a number of excellent laws. Every law passed or rejected were subject to thorough discussion and scrutiny. . I served as Speaker for 3 months, after which I resigned and served as an Independent MP for a fourth month. During my time in Parliament I authored "L.R. 002 Ministerial Hearings Act" and "L.R.003 Parliament Procedures Act", two major pieces of legislation that ensure government scrutiny and laid out the foundations of Congressional Procedure. I also co-authored "L.R.001 The Thaecian Electoral Commissioner Act", "L.R. 006 Senate Procedures Act", "L.R.007 The Adjustment and Fixation of Thaecian Election Dates Act (AFTED)", and "L.R.009 Recall of Elected Representatives Act". To this date I continue to maintain and regularly update the Thaecian Law Registry.

    After three months of serving as an MP I was humbled to be confirmed as the first Electoral Commissioner. I have served as Electoral Commissioner since May 2019 and have overseen one General Election, two Midterm elections and two snap elections. During these elections I ensured efficient, fair and democratic elections. I also hosted the Second Constitution Convention where I worked for over 10 hours and 4 nights with citizens and government officials from all backgrounds to create the 3rd Constitution which Congress and the public has recently passed.

    My experience within Thaecia is unrivaled and my love for Thaecia is irrefutable.

    An Independent Approach

    For my Prime Minister run, I will be running as an Independent candidate. This means I will not be running for Prime Minister under any political party.

    I believe it is important that someone impartial and someone who can encourage bi-partisanship leads our region during our healing process to make sure the appropriate legislation is passed and a unified approach can be achieved.

    A Recruitment Drive

    Over the summer, the "Summer slump" has hit Thaecia hard. The "Summer slump" is an annual event that occurs over summer where lots of nations cease to exist across NationStates and effects every region.

    In Thaecia, we have gone from a record 350 nations and dropped to 250 nations. We have lost 100 nations over the summer. That is nearly 30% of the population! It is more important now than ever that we start an ambitious recruitment drive.

    This will be done through investment into stamp recruitment and API recruitment. I will also be creating a new Government Department called the Ministry of Recruitment that will be dedicated to recruitment and boosting Thaecian numbers back to their former glory and beyond.

    A Reformed Cabinet

    A large complaint I often see in the Thaecian RMB is that the current Cabinet is not active enough or does not interact with the community enough. With a Rayekka Government, this complaint will snap into dust. The first criteria for anyone to be in my Cabinet will be, are they an active, contributing member of Thaecia, interacting in the RMB and discord server? If they meet this criteria, only then will they be considered for my Cabinet. As well as this, I will make my Cabinet more accountable, ensuring they release frequent reports to the public. I will also re-purpose the Home Affairs & Culture Ministries to make sure all current and new nations are welcome and having fun. To continue an independent agenda, I will make my Cabinet have members from across the Political Spectrum, from both major and minor parties, as well as Independents.

    MANIFESTO


    OVERVIEW


    Rayekka promises an Independent approach to the Prime Minister role, running as an Independent and then remaining an Independent throughout his entire term. Rayekka aims to rebuild Thaecia after a harsh summer of controversies and population loss. While doing so, he also aims to make Thaecia more active with engaging activities and encourage more people into government.


    FOREIGN AFFAIRS


    • Rayekka believes in an optimistic, but cautious approach to Foreign Diplomacy. Rayekka encourages the construction of embassies with democratic, neutral or defender regions. Rayekka believes embassies should not be constructed for the sake of being constructed, but instead as a result of a full vetting process that ensures regions we form embassies with have reasonable resident and world assembly populations.

    • Rayekka believes in expanding Thaecia's international influence within the international community and World Assembly. Rayekka will continue President Xernon's work in the World Assembly by encouraging more people to get involved.

    • Rayekka will not allow any embassies to be formed with Raider, Fascist or Communist regions.

    • Rayekka supports Thaecia joining or leading an inter-regional organisation, but believes that extensive discussion and a public referendum must take place before any agreements are made.

    • Rayekka encourages the use of Ambassadors in foreign regions and will ensure every region has a point of call should they wish to contact Thaecia. Rayekka will also ensure that every embassy region has informed the Thaecian Foreign Ministry of who our point of call shall be if we wish to contact them.


    HOME AFFAIRS


    • Rayekka will completely reform the Home Affairs Ministry into the Interior Ministry, giving it a more significant and defining role.

    • Rayekka will remove the Interior Ministries role of Recruitment and instead assign the ministry with monitoring regional immigration and emigration and provide monthly reports on population changes and the reasons why.

    • Rayekka will expand the Interior Ministries role in the RMB by making them the law enforcement of the RMB, upholding an extensive Code of Conduct. The Interior Ministry will also be responsible for welcoming new members and informing them on the World Assembly, Thaecia and answering any questions they may have. This will involve recruiting several people to the Interior Ministry to help with this job.

    • Rayekka promises to pass legislation creating election time laws to limit toxicity and spam in the RMB. This legislation will also ban government privileges being used for campaigning and will limit people from running for a maximum of one public office position.

    • Rayekka will pass legislation creating a media regulatory body to prevent the spread of false information. All newspapers will be required to be certified by the body in order to run.

    • Rayekka believes in the freedom of speech, so long as it does not violate NationStates Rules or is an attack on someone due to their race, gender, religious belief, sexual preference or disability.


    JUSTICE AFFAIRS


    • Rayekka will give the Justice Ministry a much more active and defining role in Thaecia. The Justice Ministry will be responsible for Legal Affairs in Thaecia and will be, or select someone to be, the Governments representative in court should the Government go to court.

    • Rayekka will make the Justice Minister adviser to the Prime Minister on Congressional Affairs, making the Prime Minister aware of ongoing legislation while reviewing the legality of bills and whether the Prime Minister needs to take any action. They will also be available to Congress for an executive interpretation of any bills or procedure.

    • Rayekka fully supports the independence of the Court and Article III of the constitution, and will not introduce or amend any laws to infringe the workings of the Court.

    • Rayekka with introduce a Public Defence Team, a government institution under the Justice Ministry, fully trained and purposed to defend those in court who do not understand legal aspects, for no fee.

    • Rayekka will outlaw the use of government privileges for any public campaigning.


    RECRUITMENT AFFAIRS


    • Rayekka will establish a new Ministry of Recruitment with the sole purpose of Recruitment.

    • Rayekka encourages the recruitment of World Assembly members over Non-WA members.

    • Rayekka will set up API recruitment and invest in stamp recruitment, focusing on new nations and re-founded nations.

    • Rayekka will establish a manual recruitment team with the purpose of manually going out into the international community and recruiting WA nations to Thaecia.

    • Rayekka promises for the region to reach 400 nations by March 2020.

    • Rayekka will establish a puppet registry to be maintained by the Recruitment Minister recording all Thaecian resident puppets in the region. Thaecian citizens will be permitted to a maximum of 2 puppets within the region unless made exempt under certain circumstances.


    CULTURE AFFAIRS


    • Rayekka will evolve the Culture Ministry into a flourishing, active ministry that hosts regional events that will be organised with the help of Thaecian Citizens so there is always something for everyone.

    • Rayekka will ensure the Culture Ministry posts daily challenges or questions for citizens to interact with to spark conversations and intrigue.

    • Rayekka will task the Culture Ministry is helping the Home Affairs Ministry in welcoming new members to the region and making sure they feel welcome.

    • Rayekka encourages cooperation between the Culture Ministry and Foreign Affairs Ministry to organise inter-regional events.

    • Rayekka will begin work to create an inter-regional Olympics.


    ROLEPLAY AFFAIRS


    • Rayekka will ensure all new residents of the region are made aware of the regional RP and are encouraged to join.

    • Rayekka promises to appoint the Roleplay Secretary based on the opinions of the Thaecian roleplay community.

    • Rayekka welcomes non-Thaecian residents to take part in the Thaecian RP, but will ensure that the Roleplay Secretary and the Vice-Roleplay Secretary are citizens of Thaecia and in constant contact with the Prime Minister.

    • Rayekka respects the independence of the Roleplay from the Thaecian Government and believes in protecting the RP from government interference, but will reserve the right to remove the Roleplay Secretary and impose more direct rule in extreme circumstances.


    DEFENCE AFFAIRS


    • Rayekka will uphold the result of the public opinion poll supporting the formation of a regional defence force and uphold "L.R. 011 Thaecia Military Defence Force Creation Act" unless Congress deems otherwise.

    • Rayekka will appoint a Ministry of Defence committed to establishing a small Regional Defence Force who are ready to defend and serve Thaecia.

    • Rayekka promises to cap the maximum amount of nations within the Military at one member per 20 nations.

    • Rayekka will only ever authorise the use of the Regional Defence Force in defence of Thaecia or its allies.


    OTHER AFFAIRS


    • Rayekka will appoint one member of the Cabinet as Cabinet Office Minister who will act as de facto Deputy Prime Minister to take on the role of Prime Minister should they be unavailable in an emergency, and is Chief of Staff.

    • Rayekka will set up COBRA (Cabinet Office Briefing Room A) that will consist of the Prime Minister, Senior Cabinet Members and other people the Prime Minister gives access to deal with regional crisis's.

    • Rayekka supports the Prime Minister veto for legislation that does not receive 2/3rds majority in both chambers of Congress and believes the veto should remain with the Prime Minister.

    • Rayekka supports bicameralism and respects the line between the executive and legislative and will not overstep it. Rayekka will hold an unbinding public referendum on whether the public supports a Unicameral or Bicameral legislative.

    • Rayekka supports the use of Single Transferable Vote in Legislative Elections, and supports the use of Immediate Runoff Voting in Executive Elections.

    • Rayekka supports the independence of the Thaecian Electoral Commission and will not interfere with their procedures.

    Well, you’re not super active from what I can tell (maybe it’s different on Discord) and you let your deputy do most cases this term.

    Thaecia has a history of Justice Ministers getting low approval ratings, that's not because they are doing a bad job though, it's just because the Justice Ministry rarely has anything to do, we only had to deal with 2 court cases so far. Don't worry about it, you are doing a fine job actually, it's just that many don't realise the JM doesn't actually have much to do.

    Sign me up. The electoral registration system is just another barrier to entry to be able to vote, and is being implemented right before elections. If anything, we need electoral reform that allows more people to vote, not less. Say what you will about NS voting, but we had the most amount of voter turnout under it.
