Hello people!

We have just released a draft of our Constitution! It is available to see over at helpful links, in WFE.

Give it a read and think of any things you may want to bring up when we will be discussing it! From September 26th to the 28th, a discussion will take place, followed by a ratification referendum.

Johanic wrote:Thks, and sorry I'm new could you send me the rules?

It’s alright, and sure! Here they are:

Thalassia Regional Message Board (RMB) Rules

The following rules are, in fact, rules. They aren't suggestions. Everyone is expected to abide by these rules when posting on Thalassia's RMB, and anyone who doesn't abide by these rules will be subject to correction by one of our RMB Moderators. Corrective action could range from post suppression to temporary ejection or ban from Thalassia, or at the Founder’s sole discretion, permanent ban from Thalassia. The corrective action to be taken will vary depending on the severity of the rules violation. No one really wants to do a lot of suppressing, ejecting, or banning, so let's all try to abide by the rules!

1. Do not violate NationStates rules.

Residents, especially those posting on the RMB, are expected to familiarize themselves with NationStates rules found in the FAQ, the Terms & Conditions of Use, and the One Stop Rules Shop. Any suspected violation of NationStates rules on the RMB will be suppressed and reported to NationStates Moderation, and will only be unsuppressed if NationStates Moderation rules the post not actionable. NationStates rules violations, once ruled as such by NationStates Moderation, may be met with severe penalties from our regional RMB Moderators depending on the severity of the offense. Offenses such a WA-multying, where NationStates moderation may not catch it will be reported and will be met with severe penalties, period.

Please also note that recruiting for another region via our RMB is a violation of NationStates rules. We won't tolerate it under any circumstances.

2. Do not advertise Discord servers for use in Thalassia.

Yes, this includes telegrams and DMs. The only Discord servers we permit in Thalassia is the server used by the government of Thalassia, which is only accessible to those who join a government ministry, and the public community server. We allow only these servers for safety reasons, following dangerous out-of-character incidents that occurred on our public Discord server in the past. Advertising any other Discord server for use here in Thalassia is a violation of the law, and is grounds for immediate ban without any appeals process. So please do not advertise Discord servers here. Representatives of foreign governments don't need to worry about this rule when posting foreign updates, event invitations, etc., but please be aware of the potential safety issues and exercise your best judgment.

3. Be respectful of your fellow residents.

This one is more of a judgment call by our RMB Moderators. We're not going to tell you what "respectful" means, but if you have to ask if something you're about to post is respectful enough, a good rule of thumb is you've probably already internally acknowledged it isn't. We're not going to so heavily police the RMB that constitutionally protected speech is curtailed or regional politics are hindered, but we're also not going to allow disrespect for each other to run rampant in the name of free speech or "realistic" politics. We've seen disrespect spiral into much more serious behavior in Thalassia in the past, and we're not interested in repeating the experience. So please, always be respectful of your regionmates!

4. Do not multi-post.

Please, please, please do not post more than once consecutively! Now that NationStates has created an "Edit" feature for RMB posts, there is absolutely no reason for anyone to post more than once consecutively on the RMB. If you think of something else you wanted to say, just go back and edit the post you just made, don't post another one unless someone else has already posted after your most recent post. Multiple consecutive posts makes it harder for other residents to follow along with the conversation on the RMB. We're likely to overlook the occasional forgetful multi-post, but doing it often will result in your multiple consecutive posts being suppressed, and if you do it really often it could result in ejections and bans. This isn't just a pet peeve, it's a matter of respect.

5. Contain lengthy posts and snip lengthy quotes.

One option to contain lengthy posts is to use spoiler tags by using [spoiler][./spoiler] around selected text, but just omit the period from the second tag. Another option for especially long posts is to create a dispatch instead, then link your dispatch on the RMB. Additionally, when you're quoting a post that is more than a few sentences, and certainly more than a paragraph, please snip the quote (by replacing the text of the quote with the word "snip"). Like multi-posting, extremely long posts and quotes can make it harder for other residents to follow along with the conversation on the RMB. So it's important to contain such posts within spoiler tags or linked dispatches, and snip long quotes, so other residents can easily join in on the RMB conversation. If you're wondering if a post is too long and should be contained in a spoiler tag or dispatch, or if a quote should be snipped, feel free to contact one of our RMB Moderators by telegram and ask them about it. We're always happy to help and answer anyone's good faith questions.

This rule may be waived on a case by case basis, but a good rule of thumb is to assume we’ll ask you to spoiler it. During times of IRL political strife, this rule may be waived for respectful discussion within reason.

6. Don't use languages other than English.

We're an English speaking community. While that doesn't mean we won't accept anybody who speaks other languages, we require English (even broken) when posting on the RMB. Situations where usage of other languages is justified (RP, language discussion, etc.) are exempted from this rule, but general posts that are not in English will be subject to suppression, as it shouldn't be up to the rest of the community to translate everything you say.

7. Don't evade corrective action by an RMB Moderator.

Trying to evade corrective action by an RMB Moderator is the quickest way to get yourself a permanent ban from Thalassia, because nothing says participating in bad faith here like willfully and repeatedly violating our rules and disrupting our RMB. What does evasion mean? It means reposting something an RMB Moderator has suppressed. It means creating a puppet nation to dodge a temporary ban, especially if you use the puppet nation to cause further disruption on the RMB. It means rules-lawyering in the attempt to make a moderator look bad. Another situation that isn't outright ban evasion, but will be treated similarly, is causing trouble for Thalassia elsewhere because you're angry about how the rules were enforced against you. We expect everyone here to abide by our RMB Rules, and evading corrective action is simply unacceptable. Don't do it.

If you have an issue with a moderator’s action or request, do what they ask in the meantime and then contact the Founder for a final ruling.

Welcome to Thalassia!

Hello and welcome to the region of Thalassia, a seafaring bastion of freedom and democracy! We're so glad you've decided to join our community. This guide is for all new Thalassians, whether you are new to the game in general or just new to our region. Still have questions? Ask on the RMB/Discord or reach out to a member of our government!

Note: Some of the information in this dispatch may be out of date, but I try my best to keep it current! If you would like to suggest an edit or addition, please contact Sho.

Your First Steps

So you've just joined our region, you've answered your issues, and now you're not sure what to do next? Not a problem!

First things first... Have you blocked those pesky recruitment telegrams? If yes, perfect! Next question.

Now... Are you a member of the WA?

But Sho! Why should I join the WA? I'm glad you asked, theoretical other half of this conversation! Even though our citizens are not required to join the World Assembly or "WA", they should consider it because:

WA citizens have the right to vote on World Assembly legislation as well as participate in our regional referendums, run for a regional office, and to collect and give endorsements, which strengthen our region. And when you endorse our Delegate and Vice Delegate, you're giving our region more of a say on the world stage! You can also enroll in our endorsement program ThalassiEndos which encourages endorsement swapping, incentivized by prizes.

Obviously, to participate in this program, first you must be a member of the WA.

Next, you need to endorse the key 5. Our current Delegate, Zentata, and his Vice-Delegate, Ayeinc, ask that you not only prioritize endorsing them, but also the following nations: Owl Archipelago, Arenado, and Sho. Though you are not required to, it’s important to consider for the security of our region! If you’re not endorsing these nations, you may be pinged periodically in The Vice-Delegate’s Mention as a reminder.

Finally, telegram Zentata and request to join “The Anchors”!

Now... Introduce yourself on Thalassia's RMB and become a part of our community. Consider Linkjoining our Discord. Request your spot on the map and start roleplaying. Perhaps write a factbook or two. NationStates is made richer by its users' imaginations! (back to top)

Rules And Regulations

Every game has its rules and every government has its laws. No one is exempt! Make sure you read these so you aren't caught unaware!

Please don't police the RMB. We have moderators for that! If you're experiencing an issue, reach out to an RMB Mod or any regional officer with "Border Control" permissions.

Thalassian Government

Roles of the Ministries

The Prime Minister oversees the Cabinet, comprised of four mandatory ministries (and any additional ones the incumbent Prime Minister may create for the term), which is appointed to assist with various regional programs and activities. Each ministry serves as an important cog in the machine that keeps this region running!

The mandatory ministries and their respective roles are:

  • Culture

The Ministry of Culture is in charge of planning, managing, and moderating community events and activity, ranging from games to cultural enrichment to roleplay. They also manage the map of Thalassia, a crucial tool to regional roleplay.

  • Foreign Affairs

The Ministry of Foreign Affairs handles diplomacy with other regions and organizations. Members of this ministry serve as ambassadors to our embassies and integrate themselves into their communities, looking for ways to strengthen our relationship, whether through official or casual means.

  • Information

The Ministry of Information ensures our citizens have access to important information and regional news. They oversee the integration of newcomers and maintain our regional newspaper. If you ever have a question, these are usually the people to ask- if they don't know, they'll point you to someone who should.

  • Security

The Ministry of Security oversees the moderation and safety of our community, as well as the collection and management of intelligence necessary to the Thalassian government. 'Nuff said.

This administration’s current additional ministries and their respective roles are:

  • Administrative Affairs

The Ministry of Administrative is a tool for the Prime Minister an his government to aid in advising and assisting the ministries in tasks that may be more cumbersome than their usual day to day duties. The Minister and Deputy of this non-staff Ministry are also tasked with the occasional community review to ensure the government is doing its best to serve the community.

  • Recruitment

The Ministry of Recruitment is a nation’s first introduction to Thalassia - people who participate in this ministry reach out to new nations to introduce and recruit them to our region.

Hi friends,

I have chosen to use this transition as the right moment to focus my time in a different region. For a little while I have been thinking that Pacifica was not the perfect place for me, just in terms of the governance structure. I've chosen to keep my main nation in India, where there is more of a participatory democracy, as opposed to the structure here, and I'm glad I'm able to do that in a region that will still have close ties with Thalassia.

I didn't want to completely abandon so many friends here, so I've created another nation to leave here so I can still keep up to date on the next part of the journey.

Best wishes,
- V

NS courts are notoriously slow to act and routinely issue ridiculous rulings. As an example, the court of The North Pacific has in the past acquitted an individual who has twice perpetrated coups and massive native purges against TNP.

Given the moderation issues our community has regularly faced, we really don't need a court slowing things down and making bizarre rulings that allow guilty people to stick around causing disruption. We especially don't need it just because some people like to play prosecutor or judge. We need to do what's best for our community, not accommodate some people's individual niche preferences. A court system would be bad for our community and logistically impractical given our gameside focus.

I'll also note Pacifica had a court once before, under the Republic of Pacifica, and it utterly failed.

Also, the word you're looking for is arbitration board, though I'm sure its decisions would end up being arbitrary.

I'm assuming you're referring to JAL? That's personal something relating to The North Pacific only. I'm not sure if we have acquitted us nor have other regions acquitted coupers. And personally? I think he should had been found guilty.

Frankly I disagree. When I was Chief Justice, the SecGen asked me to deliver a ruling regarding a trouble maker relating to moderation and it only took me 5 hours. Very speedy for a NS court, unlike TNP, a region you stated that was slow and problematic. I also find it silly that you think a court is an bad idea. You filed a writ on the old Pacifca forum, didn't you? The only trial ever.

Vaskrland wrote:I'll also note Pacifica had a court once before, under the Republic of Pacifica, and it utterly failed.

Funny, because it only had one case ever and as I said above was because of you asking to court to approve a ban on the WAA Minister for treason. If it failed, it simply was because it wasn't used a court. You asked for no trial, just permission from the court to ban. Also no offense to Josh, I think he's a great guy, but he didn't do too much other than give input on a trial potentially regarding Qwabour, and resigned when Wymond became PM. Afterwards, the Court was completely vacant due to our silly system of having one justice and two other temporarily ones when a trial came. Wymond didn't have the time to get his CJ nominee passed and utterly withdrawn all of his nominees for cabinet following the dissolution of the Republic of Pacifica.

Vaskrland wrote:Also, the word you're looking for is arbitration board, though I'm sure its decisions would end up being arbitrary.

Most likely that's what it'd be. All it is would be an appeals board and be a judicial advisory board at the same time.

I would like to point out that I have no personal issues against you, Wymond, Josh, or anyone else. I just think that you are incorrect with your arguement.

I've seen issues with court systems in plenty of other regions, not just TNP. Including Pacifica. NS court systems aren't an efficient way to deal with troublemakers. Can you imagine if we'd had to wait for court rulings every time we had an issue in Pacifica? It's not practical.

Dino thalassian mission wrote:Frankly I disagree. When I was Chief Justice, the SecGen asked me to deliver a ruling regarding a trouble maker relating to moderation and it only took me 5 hours. Yes, I filed charges on the old Pacifica forum because at the time we had a court system, and that was the only way to handle the situation. And guess what? The situation didn't get handled by the court system at all. That's why we don't have a court anymore.

Uh, no, and frankly if you want to be involved in government at as high a level as running a judicial branch, you need to pay better attention to what actually goes on here. You're involved so many places and spread so thin you really don't have a firm grasp on what's happening in any of them, to be completely blunt with you. I filed criminal charges against the individual in question, and asked the court to approve a ban while the charges were being heard. The charges were never heard. You can blame Josh's activity level at the time all you want, but the fact of the matter is absurdly slow response is a frequent problem in court systems in many regions.

In regard to Pacifica's "silly" system at the time, that system existed because of the tiny number of people we had involved off-site at the time. You can't very well fill a three person court full-time when you've got about nine active people involved. Speaking of off-site platforms, it's worth noting that because we don't have off-site platforms anymore, any court system would be a logistical nightmare. We'd either have to use the government Discord server and invite criminals onto it for trials, establish a Discord server specifically for trials, or worse yet, conduct gameside trials via RMB. It's a logistical absurdity and we don't need it. We haven't had a court system for months in Pacifica and we've been doing fine without one, by relying on commonsense moderation instead of people wanting to play a Law & Order RP and not doing a very good job of it.

There is absolutely no reason to have a judicial system here except that you want one because you like to play in judicial systems. That's not a good enough reason. And given you're already involved in other regions' judicial systems, do you really need to spread yourself just a little bit thinner still and get involved in one here? I really don't think you do.
