Fun fact about my nation:

From the 1870s till 1976 it was illegal for ordinary people to blow a whistle in public. Only law enforcement officers were allowed to sound a whistle to get the attention of their surroundings and to alert near-by colleagues for assistance. Sounding a whistle was regarded a minor misdemeanour punishable with a fine or imprisonment not exceeding 6 months. The lawmaker forgot about the existence of this archaic rule and only during the great revision of the penal code in the 1970s this rule was deemed unnecessary because of new means of communication (e.g radio communication). Therefore it was abolished.

The records preceding 1910s are sparse. During both world wars the rule was taken very seriously. Not only because of the system of government at that time (dictatorship) but also because of the war itself. Whistling was meant to be a signal of attention or of importance. Air-raid wardens were stationed at shelters entrances and sounded a horn or whistle to help people find the nearest shelter (especially at night). During air raids or attacks it was necessary to follow the orders of officers and therefore this rule was enforced very strictly. Tho there are only few cases on the record and mostly ended with a fine. There is one report about a guy who sounded a whistle and alerted nearby police to create a diversion for his accomplices to rob a bank. They suspected him to be connected to the robbers but there were no evidences nor did they manage to catch the robbers.

Therefore he was sentenced to 1 year of prison because he intenionally whistled.

After the war the rule was forgotten and nobody cared for it. When the revison of the penal code took place an MP who used to be a lawyer made the motion to ammend the draft to get rid of this rule because it was simply overlooked. The motion was passed and the draft was changed accordingly.

Tho you can say that the offense titled "misuse of emergency numbers and tampering with means of accident prevention and first aid" is a modern version of this old provision.

Nowadays? Not much. Mostly ceremonial powers. And some reserve powers when in a state of defense. Other than that they are figureheads and the so called "conscience of the nation".

Nice. In Nuremgard, the Tsar's youngest brother Grand Prince Valerian is openly gay and married to a man. They have two children together. He was a playboy prince before his marriage and was a mix between Princess Margaret and Princess Diana in terms of how popular he is and how wild he was.
