NEUQUÉN, Wednesday, March 27 (AP) - General Secretary Nemesio Osvaldo died last night at the General Secretary Residence in Neuquén. He dominated the political landscape of the Patagonian SSR for nearly a decade and a half, bringing the Communist Party into the modern age. The General Secretary succumbed at 9:15 P.M. (12:15 P.M. GMT) yesterday, seven days after being discharged from hospital following heart concerns last Thursday.
