This isn't canon yet but here is the idea:

I'm not sure if this can be called as public utility, but aquaculture sets were given for free in 1940s Verska by the Fishing Association. This was because of the declining rate of fishing boats and fish itself during that era (which might or might not be because of the war against Mairland in 1930s). The idea is that it would boost fish-based goods' production to normal level by 1950s.

And it worked. Up to this day, Verska have a substantial fish harvest from aquaculture

The old estates that used to be the homes of the nobility back in the 16 and 1700s have since been turned into national parks. However, many of the places with orchards or vineyards still have those being worked today, and the grapes, wine, apples, etc are served for free at the parks.

I discussed minitel with a colleague today regarding a participant in one of our online courses who had no trouble accessing the internet from the former Soviet country where they lived, but was blocked when they were sent on a mission to France for their work. We jokingly suspected minitel jamming the signals ^_^

Don't know how uncommon that is, but Tricklandian hospitals and public pharmacies offer one free menstrual kit per day. It includes two generic pads or tampons (depending on kit), a tablet of paracetamol, a small bottle of water and three tissues. These are usually distributed in automatic vending machines and only need a Tricklandian ID that hasn't already been used in the past 24 hours.

Not exactly utilities being provided, but somewhat related. In Costavozka, the government offers free tours of power generation facilities for students (Elementary/Primary School -> University). You don't even need to be a Costavozkan citizen. You just need to provide a valid student ID and pass a basic background check ahead of time for security reasons.
