An Act to promote the international interests of the Kingdom of Ynysoeddmawr through the provision of humanitarian, developmental, economic, technical, and strategic assistance to foreign states, organisations, and approved entities.
ARTICLE I — AUTHORITY TO PROVIDE FOREIGN ASSISTANCE
a. The Crown, acting through the Monarch or such ministers as may be authorised, may allocate financial, material, technical, logistical, humanitarian, or other assistance to foreign nations, governments, international organisations, non-governmental organisations, or other entities where such assistance is determined to be in the best interests of the Kingdom of Ynysoeddmawr.
b. Assistance provided under this Act may include, but shall not be limited to:
i. Humanitarian relief and disaster assistance;
ii. Development grants and infrastructure support;
iii. Educational, medical, and technical cooperation;
iv. Economic investment and financial assistance;
v. Defensive equipment, training, and logistical support;
vi. Such additional forms of assistance as the Crown considers appropriate.
c. The determination of whether assistance serves the interests of the Kingdom shall rest solely with the Crown, subject to the Constitution and the laws of the Kingdom.
d. Programmes established under this Act may be temporary, continuing, or conditional upon such terms as the Crown considers appropriate.
e. Funding appropriated under this Act shall be administered through the departments and agencies designated by Royal Decree.
ARTICLE II — INTERNATIONAL DEVELOPMENT FOUNDATIONS
a. The Crown may establish, recognise, charter, or support international charitable foundations, development agencies, educational trusts, humanitarian organisations, and other non-profit entities for the purpose of advancing the diplomatic, humanitarian, economic, and developmental objectives of the Kingdom.
b. Such organisations may operate independently or in cooperation with foreign governments, international institutions, or private entities, and may receive public appropriations, grants, donations, investments, or other lawful sources of funding.
c. To ensure the continued sustainability and expansion of international development initiatives undertaken by the Kingdom, each organisation established or principally funded under this Act shall maintain a Strategic Sustainability Reserve in accordance with regulations prescribed by the Royal Treasury.
d. Amounts transferred to the Strategic Sustainability Reserve shall be remitted to the Royal Treasury for the exclusive purpose of financing future foreign assistance programmes, international development initiatives, humanitarian operations, and other objectives authorised under the monarch or this Act.
e. The accounting, auditing, and financial administration of organisations established under this Article shall be conducted in accordance with standards prescribed by law and shall be subject to oversight by the appropriate public authorities.
ARTICLE III — IMPLEMENTATION AND OVERSIGHT
a. The administration of this Act shall be the responsibility of the Crown through the appropriate ministries and agencies.
b. The Monarch may issue Royal Decrees prescribing procedures, eligibility criteria, reporting requirements, and operational standards necessary for the implementation of this Act.
c. Programmes established under this Act shall be periodically reviewed to assess their effectiveness in advancing the interests of the Kingdom and promoting international cooperation, and development.
d. Nothing in this Act shall be construed as creating an non-obligation upon the Kingdom to provide assistance in any particular circumstance, nor shall any foreign state, organisation, or individual possess a legal entitlement to assistance under this Act.
e. This Act shall enter into force immediately upon receiving constitutional certification by the Supreme Court.

At exactly 7am on Tuesday, 4th of August 2026, the Caerpentref International Airport (CIA) and the Arthuerhold Royal International Terminal (ARIT) were stormed by a total of 33 armed individuals. The CIA was thrown into chaos in mere moments by 19 assailants, armed with an assortment of military grade firearms and kit (including quality body armour), while wearing violet balaclavas and black tinted sunglasses to hide their identities. The 14 assailants that ambushed the terminal at ARIT were armed in a similar manner and hid their faces with the same items. Within minutes, two entire international airports with hundred of panicked civilians were held hostage. Local authorities reacted quickly with haste to the hundreds of distress calls flooding dispatch centers.
The Caerpentref Response
Authorities mobilized rapidly in the capital. With 5 minutes, 4 SWAT teams and over 30 patrol officers were at the scene with some 50 members of the East Caerpentref Regional Militia Unit supporting them. Attempted negotiations fell flat and on deaf ears. The terrorists demanded that in return for the safe release of the 450 hostages inside, local police forces would have to provide legal amnesty for the whole terror cell, 400 million Ynysmawregan Pounds, legal recognition of the Violetist religious movement, the banning of the consumption of meat because it is "unclean", and the execution of famous Ynysoeddmawrian Christian pastor that would like to remain unnamed.
15 minutes of a tense standoff had passed with no way to reason with the gunmen. The King jumped into action and declared the assailants across both airports to be enemies of the state to be killed on sight. It came out of political pressure more than it did strategy. At 7:17am, special forces teams infiltrated the airport, the footage captured by media drones on live national TV. Team Alpha inserted via a helicopter onto the roof of the Arrival's Terminal, Team Bravo inserted from a helicopter onto the roof of the Leaving Terminal, and Team Charlie was inserted from a helicopter behind the hangars. 40 SWAT Officers breached from the car park in front of nearly 2000 spectators - with 190 emergency responders and 800 militiamen among them.
The hostage crisis at the Caerpentref International Airport ended at 17:21, when the 2RYCR special forces troops and SWAT officers exited the airport with 4 captured terrorists and 450 very relieved civilians. Miraculously, no soldiers, police, or civilians died. However, 15 Violetist extremists lay dead, either outclassed and killed in fast moving CQB or opting to take their own lives instead.
The Arthuerhold Response
It took mere minutes for authorities to get on scene, but they were immediately fired upon by Violetists, resulting in the death of a police officer. Set up by gunmen, the police sped out of sight before returning with heavily armed backup. A four minute gun battle ensued in the parking lot of the ARIT., with the outnumbered and outgunned terrorists dragging their wounded back inside the airport. They returned into the airport just to find that the hostages had escaped as none of them had stayed back to watch the civilians. Trapped between 60 police officers, 200 militia and 4 Defense Force FPV drones, the terror group formed a suicide pact rather than be taken alive. This occurred mere seconds before King Rhodri's announcement.
