The Nomadic Peoples of Test Boat is a gargantuan, orderly nation, remarkable for its barren, inhospitable landscape, flagrant waste-dumping, and state-planned economy. The hard-nosed, cynical, devout population of 10.056 billion Test Boatians are ruled by a mostly-benevolent dictator, who grants the populace the freedom to live their own lives but watches carefully for anyone to slip up.

There is no government in the normal sense of the word; however, a small group of community-minded, well-organized individuals keep a keen eye out for any attempt to organize such a thing, and ruthlessly crush it. It meets to discuss matters of state in the capital city of Gabulo. Income tax is unheard of.

The large but inefficient Test Boatian economy, worth 323 trillion boats a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a slick, highly efficient, fairly diversified black market in Gambling, Information Technology, Basket Weaving, and Arms Manufacturing. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is 32,155 boats, and evenly distributed, with the richest citizens earning only 2.0 times as much as the poorest.

It's rare to find an unchewed pencil, it is illegal for police officers to carry out searches due to strict privacy laws, it is not politically correct to suspect that a serially convicted burglar might steal again, and Test Boat has designated Gabulo as its capital city. Crime, especially youth-related, is pervasive, perhaps because of the country's complete lack of prisons. Test Boat's national animal is the test, which teeters on the brink of extinction due to widespread deforestation.
