I was in Juneau this time of year, quite a few years ago, but I remember wearing a wool sweater and rain jacket pretty much every day. Have a great trip!

I came back home recently. Basically during the Alaska Cruise (Royal Caribbean), it was very windy at sea, and when we went to the 4 ports (Sitka, Juneau, Icy Strait, & Ketchikan), I had to wear sweatpants and a zip-up hoodie under a T-Shirt. Thankfully, it wasn't as rainy as most other weeks the cruises were done.

If you want to raid there's an abundance of regions that focus on doing exactly that. This isn't one of those regions.
