Ok, our vassal that has troops in Kabarakastan is from our puppet of Pacajes Calchaqui, they side with Kabarakastan, we have sent an ultimatum to our vassal demanding neutrality but they refused and threaten to rebel due to their big size, Emperor Kuzco is also a very narcissistic and stubborn leader so negotiations and ultimatum won't lead anywhere. So we decided to let them be as attacking them will cause more bad than good. We will try to activate our military again using AI Robotic forces (not humans) that has been installed human emotions with no traumas to ensure ethical war. They will arrive at the Filipinas tomorrow. Our robotic soldiers will also land on Kabarakastan to maintain peace in stable regions.
