Defenitely.

The purpose of a prison sentence is not primarily the punishment itself but the rehabilitation and reintegration of the inmates into our society once they have left.

Having the ability to get a college degree/ work experience in prison gives them a great advantage once they have served their sentence and offers them way more options to get their life back once their are out. This would most likely result in a lower rate of former criminals falling back into their own habits
