The Republic of United Kodiaks is a gargantuan, environmentally stunning nation, ruled by Yogi Bear with a fair hand, and remarkable for its museums and concert halls, deadly medical pandemics, and parental licensing program. The hard-nosed, hard-working, democratic, devout population of 17.659 billion Kodiak Bears enjoy some of the most opulent lifestyles in the region, unless they are unemployed or working-class, in which case they are variously starving to death or crippled by easily preventable diseases.

The minute government, or what there is of one, is dominated by the Department of Education, although Industry, Law & Order, and Defense are also considered important, while Social Policy and Welfare aren't funded at all.
