Preamble
To establish a standard for determining and verifying the canonical population of nations in Tarkin, this Act defines the method for calculating population for roleplay purposes and assigns responsibilities for monitoring compliance.

Article 1: Definition of Canonical Population
Section 1.1: Canonical Population Formula
A nation’s canonical population for roleplay purposes shall be calculated as:
Canonical Population (In Words) Nation’s In-Game Population (NationStates) divided by Total Number of Nations in the Region (Tarkin)
Canonical Population (By Formula) Nation’s In-Game Population (NationStates)/Total Number of Nations in the Region
Section 1.2: Applicability
The canonical population, as defined by this Act, shall serve as the authoritative measure for population in regional roleplay scenarios and events.
Article 2: Responsibilities and Verification
Section 2.1: Role of the Regional Curator
The Regional Curator shall:
(a)Monitor the in-game population data of all nations within the Tarkin region.
(b)Verify and maintain accurate records of each nation’s canonical population based on the formula outlined in Section 1.1.
(c)Update the canonical population of nations on a regular schedule, no less than once per month.
Section 2.2: Certification of Population
The Regional Curator shall certify each nation’s canonical population for official use in regional roleplay and publish the same in a publicly accessible Factbook or equivalent document.
Section 2.3: Disputes and Appeals
Nations disputing their certified population may appeal to the Regional Curator for reconsideration, providing evidence or justification.
Final resolution of disputes shall rest with the Supreme Court, if necessary.
Article 3: Compliance and Enforcement
Section 3.1: Roleplay Adherence
Nations engaging in roleplay must adhere to the certified canonical population as their official demographic data.
Section 3.2: Non-Compliance
Persistent disregard for the certified canonical population in roleplay scenarios may result in:
A formal warning from the Regional Curator.
Notification to the Attorney General for further review and imposed sanctions as necessary and appealable to the Supreme Court.
Section 3.3: Supreme Court Authority
The Supreme Court may adjudicate cases of non-compliance and impose roleplay restrictions or other measures as necessary to preserve regional order.
Article 4: Effectiveness
Section 4.1: Initial Calculation
The Regional Curator shall calculate and certify the initial canonical population of all nations within thirty (30) days of this Act’s passage.
Section 4.2: Effective Date
This Act shall take effect immediately upon passage and signing into law.
