Old Sarcadian (which you'll notice is just IRL Akkadian), which is the top line, is meant to be the in-universe last common ancestor of the (modern) Sarcadian, Cassidian, and Sapanese languages. Tychogean (which if you've got a keen eye will notice is just a slightly modified form of Marc Okrand's Atlantean language for the Disney film Atlantis: the Lost Empire), which is the second line, is just there as a stand-in for a long-extinct language in-universe (and I was out of practice with my Atlantean so this was a fun translation exercise).
