Darkly noting the great importance that knowledge of the world’s nations plays in facilitating foreign affairs, and that the significance of this information being readily available and effectively collated cannot be overstated, for without it relations cannot feasibly be conducted in any reasonable manner; the ramifications for such mismanaged relations would surely be dark,

Applauding Northrop-Grumman and their shadowy archivists for their commitment to the arcane task of maintaining well organized and frequently updated indexes of both nation’s capitals and leaders, which are truly ancient, having been maintained by Northrop-Grumman for fifteen and sixteen long years respectively,

Remarking that the two mysterious indexes believed to have originated somewhere within the dark realm of Northrop-Grumman possess the following merits compared to the regular procedure of finding and viewing a nation’s information panel:

  • The indexes of Northrop-Grumman contain useful references to information nation’s have chosen to provide that is relevant to their capital or biographical of their leader, which is both utile and edifying,

While the skirting-around of the dark theme in this commendation is confusing at times, it is the opinion of the members of the URA that Northrop-Grumman is worthy of this commendation. The other accomplishments mentioned, such as the indices created and maintained by Northrop-Grumman, are impressive enough to make up for the restrictions placed on the resolution regarding the mention of the dark theme.

First Question: Why are you the best candidate to lead the Recruitment Council for the next 6 months?

I am the best candidate because I bring experience and connections to the table. I've been in a foreign affairs position in 3 different UCRs (Pacifica, Conch Kingdom, and Grand Central). I have also done my fair share of military leadership (I currently lead the Augustin Alliance's Joint Task Force, and in the past, I was a Lieutenant in The Black Hawks), which has given me the knowledge and friends in the wider gameplay world to know where to turn to for advice and execution of my ideas.

I believe that I am the best candidate as I have shared my experience in Fylkirvegr especially regarding Foreign Affairs which will be the pivotal focus of the Recruitment Council if I am elected as I had promised that I would strengthen relations with Member Regions that we have currently now with being a Diplomat to a number of Regions including Europeia, Thaecia and New West Indies (in which we share a very valuable relationship. I have also served in the Ministry of Foreign Affairs within The Free Nations Region with authoring the Treaty between them and Force thus I believe that I have the expertise needed to strengthen relations between Member Regions with the Recruitment Council on a more intimate level than the rest of the Alliance.

If elected, would you focus on recruiting larger regions or smaller regions?

I would focus on larger regions. I think there’s value in allowing smaller regions to be represented, but to be honest, what is better for the URA as a whole is that larger regions join in. This gives us as a bloc more influence and resources to draw from.

My interest for the next term is not recruiting any Regions from abroad, but rather focusing on the current Regions we got. The main reason our URA Population is decreasing is because of our irreverence towards improving each region as a whole and actually communicating with them not just on a professional level, but also a casual level too. What is the point of recruiting Regions if you don’t engage with them at all. As of now, my focus as stated in my above response is making sure we currently give the current Member Regions more hospitality in order for us not to decrease our current population.

Freedomanica, you stated that you would try and focus on engaging regions instead of recruiting them. What would you do specifically to engage them within the power of the Recruitment Council?

1. Posting official URA Events and Happenings Via Recruitment Members To Member Region’s RMBs with the permission of Azell, obviously.

2. Joining All Member Region Discord Servers and constantly chatting with Citizens with members of the Recruitment Council scattered across all Member Region Chat Servers. As Head of Recruitment I would like to join all Servers along with my assistant while other Recruitment Council members are scattered evenly across all Discord Servers or in some cases, other communicative platforms.

3. Grow Member Regions as a whole by helping them out with advice regarding Regional Structure, Organization, RP, Recruitment and More!

4. Creating a Dispatch to fully know our Member Regions in terms of Government, theme, activities to learn more about them and their culture as well as their beliefs.

5. Encourage Citizens within Member Regions to partake in the daily happenings of URA by joining the URA Discord Server and getting informed as to how they can get involved!

6. Every month, I shall be posting a Foreign Affairs Newsletter from the Recruitment Council, not necessarily about events taking place within URA, but instead reporting news from around Member Regions allowing URA Regions to exploit and discover the many cultures, thus promoting Regions coming as a whole like a team.

Freedomanica, I hope you don't mind me asking: why is it that you don't think recruiting from regions outside of the URA is unimportant? Surely, it's possible to do both the things you have already listed and that, and expanding our influence certainly can't hurt. Furthermore, do you believe it's the job of the Recruitment Council to post foreign affairs newsletters, as you outline in Point 6? That would seem to me to be better in another department.

I worry, generally speaking, that you have passion but are not focusing that passion aptly in your platform.

I never said it is not important, but rather that focusing on what we have now is best, because within my own experience with Fylkirvegr within the URA, the URA has not contacted us as to say how we are doing personally and no constant communication between us and the URA has been solidified. If you keep on going with this idea of recruiting regions and not focusing on what you have now as of this point in time, Member Regions shall feel that they are not growing on a more intimate level besides postage of events and such and may leave in boatloads in the future to come.

I can understand your concerns, but that seems to me to be a duty for Public Affairs to complete. I agree that it's an issue, but it would be a better thing to suggest collaboration with the Public Affairs Council rather than encroach on their authority.

I believe strongly that recruitment should stick to recruitment. I have faith in the current candidates for Public Affairs, whichever one is elected, that they will perform their duties in office to the best of their abilities. If elected, I will perform my duties as outlined in law to the best of my abilities, and in situations where that does not go far enough, I will collaborate with other offices within the URA and its constituent regions.

Regardless, back to my point on recruiting new regions, I never said I would not work with or follow up them. That is antithetical to how I conduct foreign affairs.

But that is not what you stated initially. You want to instigate matters you have no duty or right to instigate.

You need to remember also that at first, Member Regions will mainly rely on us for support within the URA more than anyone else.

Member regions can, frankly, rely on themselves for many matters. I am convinced that URA meddling in their affairs will not lead to good faith, nor will it lead to the growth that they desire or that we desire. Member Regions rely on themselves, primarily, the URA secondarily. The point of the URA is to be a support and treaty network for many things, yes. I have had the pleasure of working with Allangoria in the URAAF to ensure that support is well-distributed. However, that should never be a substitute for regions ruling and determining their activities for themselves.

Nor did I say I would not work alongside the Public Affairs Council?

Working alongside, yes, but your platform is that you want to instigate these things as HoR.

You are confusing meddling with communication and interaction with Member Regions. I never intended to, the URA does not infringe on the sovereignty of member Regions nor does any legislation passed by the Legislature affect any member region, but rather the Government of the United Regions Alliance as a whole. I am simply saying boosting casual communication with Member Regions internally and notifying how Citizens can get involved is the way to get a Member Region settled in without overwhelming them by leaving them stranded.

Then I fail to see how these member regions will primarily rely on us for support.

Here is my question: Why do you focus so much on recruiting when currently some Member Regions do not feel as if we have interacted eith them on a deeper level? You can recruit all you want, but it won’t grow the Alliance as long as our Member Regions leave. You will just be maintaining on and on and on, instead of growing the URA both internally and externally in the very near future.

I focus on recruiting because as Head of Recruitment, it would be my job. It's as simple as that. I'm running for Head of Recruitment, not Head of Public Affairs. Do you, by your question, intend to imply that you don't want to focus on recruiting?

You see that is the problem, you are so focused on doing your job only that you are not willing to cooperate with other Councils to solve the current problems of Region decrease within the URA.

Would you like me to cite the times I said I would collaborate with those councils? Never have I thought in debate that someone would criticize me for proposing to do my job too well.

No, but you don’t get the point, when I recruit a Member Region, I recruit them not just for numbers, but to see how they grow within the URA as a whole and for them to know that we at the URA are committed to grow them as a whole.

I'm afraid you don't get the point. I'm committed to recruiting, not public affairs. That doesn't imply a lack of commitment, that means I know what position I'm running for. Do you?

I do, but to put it simply if you see that our Regions are declining at an alarming rate will you just put that under the carpet?

No, I'll work on it. As I've said before. I have plans for that, they're just not overreaching into other departments.

Then what is your plan then, because I have highlighted the problem and I see that this is the best plan going forward.

I'm glad you asked!

1. Compile a list of large regions to reach out to
2. Join every member region's server
3. Be present for the transition process into the URA for newer regions
4. Establish a standard procedure in the URA for reaching out to new regions
5. Aid in producing the legislation necessary to enjoin new regions to us

Just five points, all pretty simple things. I think any HoR who can do these things well can do her job well.

Indeed, but you can always join a Region Server, but not interact with them at another level, I don’t think you have fully highlighted our problem in knowing our Regions better and how to fully reach out to them. Also pointing out that 4 and 1 does not solve the problem.

It doesn't solve your perception of the problem, but that hardly means it doesn't. Recruiting is a multifaceted process, I'm just focusing on more and better facets than you.

Long story short. A Member Region may leave regarding many reasons, interaction, Government fallout and many factors that may be in other Council territories. However, a member region leaving should also ring a bell to the RC always, thus I feel cooperating with other Councils to solve a problem that the RC and the involved Councils face is in fact great as it means that both Councils benefit once the problem is solved. I would like to continue the debate tomorrow as it is getting late on my side.

I'm always happy to continue the debate. I just don't think that having a sole mission of "let's cooperate with other councils" is a good vision for HoR.

My sole vision for the HoR is to not solely cooperate with other Councils, but to solve the problem of the recent decrease in population and after evaluating the problem, I find that cooperation is the best choice to curb this rate in which Regions leave. Once I feel that we have solved the problem internally to the best of our ability, I will now be focused on solely recruiting Regions for the United Regions Alliance knowing that the Regions we recruit, will stay in the URA for a long time to come.

What criteria will be used to evaluate a region's entrance into the URA?

Whether they:

  • Have an active community

  • Have a proactive government

  • Have a World Assembly Delegate

  • Have no connections to unwelcome communities or ideologies (e.g. fascism, homophobia, etc.)

They should have a World Assembly Delegate, are strictly anti-fascist, do not have embassy connections with regions that have a bad stance with the international community, they are not an “embassy collector”. The region may not be “Anti-World Assembly”, they should have at least 25 nations and should have been in existence for at least 6 weeks and lastly should should not be filled with an excess amount of puppets,

What plans do you have to get more people involved in the Recruitment Council? Where do you see the URA in terms of member regions by the end of your term if elected?

1. My plan is to make use of the connections I already have in URA member regions to reach out to people to see if they'd like to be a member
2. I see us at about 35-40 regions. I think that kind of growth is feasible.

1. I am willing to utilize the #announcements channel to reach out to Citizens of URA as to the Recruitment Council’s interest in more members. I am not too kean in utilizing NS telegrams as I feel that it justs bugs NS players more than ever and is rather annoying for many.
2. I would say that I would be mainly doing MR maintenance and I see the Recruitment Council having 30-35 Regions should I be elected with mainly maintaining what we have now and building on the Regions I had already approached before the current Elections present.

I am a very social person and I understand how to handle tense situations and I would collaborate bipartisanly with other members of the cabinet and the president to create a health community environment and promote activity by holding events and other social activities and keep the URA Strong!

I believe that I have a very simple goal, I think we need to focus primarily on reaching out and connecting more to our current regions, rather than spreading out, We need to make more people care, not get more people to be apathetic.

What specifically do you plan on doing to reach out to regions if elected?

I will visit and check in with every member region every two weeks and ask to try hold contests/events every week to promote activity on the server.

I plan on making our communications more engaging than simply telling them results of our votes and, I think we need to make this community more inviting to the members of member regions, events could work, but I think that we could also benefit by encouraging visiting other regions.

Yes, but that would be something that a HoPA would work with the HoR. I have focused my primary goal would be to be co-operative with member regions and new regions.

The HoPA fundamentally has to work with the HoR, the purposes are very closely connected.

Yes, being cooperative with the HoR is very important. Basically being the HoPA means you HAVE to be active ready to communicate with member regions and other members of the cabinet.

I disagree with that, there are often bad situations that happen and sometimes drama that I would prevent if I were the HoPA. As the HoPA you have to manage tough situations.

It is not as though there is much activity here to begin with. And I would beg to differ, the priority is Public Affairs, not Alliance Affairs, in fact, they are probably the least focused position on internal drama.

I am honestly confused by this question, if you could explain what exactly "URAfest" is, that would be nice

URAfest is a planned week long event to showcase the URA and its regions to get more exposure NS wide.

Well first, I would contact all regions in the alliance and make sure they are onboard. Second, I would also contact their leaders and help them to come up with a compilation of their greatest accomplishmrents to show off. Third, I would make scheduled panels in which regional leaders can go in-depth about their accomplishments.

Well, I feel it a bit of an unneeded comcept, but, assuming it did come to fruition, I'd likely make sure that we invite members if member regions to come observe, but we should definitely discuss with regional leaders on if they would be fine with such a thing, invitations of leaders to give panels would be good, perhaps even member panels, I feel accomplishments, however, is not a good drive for a festival, it does not feel united, that makes it feel more like UCRCon, we need to focus more on what the URA does, not its member regions specifically

Yes I agree, I would promote more of what has your region done to help if any I also would always be open to regions not wanting to do panels or being featured but I would always encourage taking part in it.

Well personally I think the PA council is doing just fine as it is and I'm not a part of it so I don't know much about it.

First question of the debate: Why do you believe you are the best candidate for the position of Vice President?

(This will be similar like I said the last time) I have been working in the URA for the past several months and I have a understanding with how the system here. I was a former Head of Recruiter (but unfortunately I have to leave early). I have worked in almost all the council in URA and other regions. I have also have experience managing organizations and I basic my opinion on other people before making important decisions with legislation. I'm a fast learner and have good communication skills which is important as VP.

Since last election, I've been involved in a number of controversies and incidents that may turn off voters. However, despite my infamy and bluntness, I keep coming back, because I care for this community. I tried motivating myself to join the Judicial Committee, tried to help create a Judicial System worthy of the URA. Alas my motivation was broken after the heart breaking VP July Election, when I lost by one vote. I was bitter, not only because I lost by one measly vote, but on top of that our current VP was idle his entire term, not even fulfilling a single promise or even introducing a single change in our Government. I plan to change that, if you give me this one chance to prove I can do good for the URA as the right hand man of the President.

I am quite sure everyone has their own positive points to consider, and their contributions to the alliance have to be taken into account. I am glad to be able to take part in these debates in such a contested and all important position. For my part, I believe the understanding of the Vice President's scope and limitations is a factor for the voters, and even non-voters, to look at. It is a supportive role for whole of government, and if elected, I will do my best to support the alliance. This role may not always bask in the sunlight, but if anyone should be prepared to do the ground work of assisting government initiatives and be on top of the politics to help facilitate interagency functions, it would be the Vice President. My campaign for an inclusive and sustainable growth, strong and consensus-building WA bloc, and anticipatory and stable defense program exemplifies this understanding. I believe my credentials were only modest and nothing spectacular compared to the other candidates. In my 8 years in NS, I have been Vice President first in Global Enterprise, before moving to the Philippines. My first position there was Foreign Affairs Minister. I also had a stint as Vice President. My current service is Regional Affairs Minister. In the URA, I am Head of Public Affairs and part of the Resolutions Writing Committee.

While I don't have any experience with working for URA, I do have a good track record, Have been involving in regions actively, I'm pretty good in terms of learning from mistakes or communication, I might need to improve my management, but I can quickly overcome this challenge, I feel like I might bring new ideas to the table as well, overall I still may have some shortcomings but I can learn from them easily.

Three things I want to work on during my term are the Judicial System, generating activity in URA with fun events, and last but certainly not least is reduce bureaucracy within the URA. I won't be as extreme as I was during the October election, but I certainly want to streamline certain tasks and give positions meaning.

1. Increase Activities Here: URA have been kinda dry and to a expense "dead". With a lot of region active leaving the URA with different reasons. I want me and the president to (at least) in courage activity.
2. I want to work on the Judicial System as well, I really don't have a role it first began but I do want to help finish the Judicial System that work the better of the URA.
3. I want to fix the Council System. I personally do not believe the council is here working at their highest quality. But I don't to redesigned the system just improve and want to encourage citizens to come help with the councils.

I would like to reiterate my threefold vision for the alliance.

1. Inclusive and sustainable growth

In its first year, the URA experienced significant growth, but mainly because it had to start from down up. Since then, it has become an alliance where 3 of the 30 plus member regions comprise more than 50 percent of the internal vote. For an alliance that heralds the rights and the importance of small- and medium-sized regions, it is gradually transforming into an institution that appears more accommodating to the larger regions. While it is recognized that the alliance will benefit in attracting the large regions to raise our international profile, we cannot neglect the need for caring and progress among those who are already our member regions. Our average WA membership has since declined from 39 per region in July 2020 to 25 in December 2020, which probably suggests a reevaluation of our collective growth goals. Inclusivity also translates to agreement in our essential and core values. Being an alliance of diversity, there can be issues where conflicts may arise, and can potentially affect perception of our portfolio within the circles of the aggrieved. If elected, I will be a proponent in the Alliance Cabinet to pursue inclusive and sustainable growth for the URA.

2. Strong and consensus-building World Assembly bloc

As an emerging WA voting and drafting bloc, we need to strengthen and streamline our processes to ensure that we can be an alliance that could effectively and efficiently demonstrate our positions in key resolutions and issues. We also have to continue pursuing ties with other regions and alliances which may be of benefit to our agenda. In relation to this, we must also work in actively promoting WA membership among our member nations, highlighting both its regional and individual importance. If elected, I will be a proponent to create a strong and consensus-building World Assembly bloc out of the URA.

3. Anticipatory and stable defense program

With the formation of the URA Armed Forces, the alliance has the opportunity to be more proactive in the defense of its member regions. Extended deterrence suggests we have to expand our ties with similarly proactive alliances and regions who could help in our defense policy. To further stress this point, the Philippines, being a founderless region for years, have maintained what was called a "force in being" - a standing force that is always defending, even in times of peace. This principle can be implemented in a larger context with dedicated WA members installed among the member regions of the alliance, building essential influence, actively monitoring potential security threats on the ground, and ensuring that tomorrow there will be allies who can operate effectively for protection, especially in times of vulnerability. This will also help in the assessment of focus areas that may need more immediate action than others. However, it is recognized that a broad-front strategy such as this would require enlarging the military and conscientiously positioning our vital assets, an objective that may well be met in integration with the other platforms cited. If elected, I will be a proponent to maintain an anticipatory and stable defense program.

As I always say as regional representative of the Philippines, government work cannot be seen with silo mentality. Every effort is at its core interagency work, whether there are many or few institutions to deal with. We therefore have to keep in mind that working together is the name of the game.

Either Legion controversial last 6 months or Lanaograd public affairs run. But that's means I have to work harder than them.

You are more confident of my chances than I am, New reiji. Anyway, I hope our differences would not be that big, but if there were, I think it would be our perspective on government functions. I have before raised the principle of maximum benefit, minimum compliance, wherein we have core members maintaining alliance work, while keeping the field open for expansion to other willing members. We have to understand that not all would have the luxury of time and energies to serve the myriad of functions our alliance needs. This provides for an open yet slim bureaucracy. We would not just have to work hard, we have to work smart, too.

Well, the biggest and most obvious difference between me and my opponents is the controversies I get myself into. I can be... passionate about certain topics, to a fault. However, while it may surprise some people, I've been working at letting bygones be bygones and focusing on myself and the future of the URA, which is looking brighter by the day. New reiji despite being newer than Lanao and myself, had proven to be a hardworking person, and shows a lot of promise in his future here. As for Lanaograd, he has more hands on experience on the inner workings of the URA Government, having served as HoPA this past term.

I will be looking out for any regions that have fascist characteristics. I won't be including those people if verified, I'll be simply kicking or banning them, targeting any users that are really suspicious that is. I will be studying and looking out for any fascist behaviours even in our own regions, while working with the regions representatives and managers.

Fascism is an unpopular belief, and for very good reason. It's a hateful belief that can cause harm. However, it is important to note that not all fascists are evil people who spread hatred everywhere they go. Some are genuinely good people, albeit with an unorthodox belief. It's vital for this alliance to be tolerant of most beliefs, because that is what our alliance is about. A union where all regions can come together to form this community. Without the connection from the other side of the aisle, are we really a fully diverse alliance? Or do we just pick and choose what kind of diversity we want?

While working in the Recruitment Council. We did not accept region with Extreme Ideology and will continue to do that. So policies for Fascism is going to be no tolerance for ALL extreme political ideology, not just Fascism and I if find everyone here that's Fascism(or with any extreme ideology) will be removed for the URA no question ask.

I believe the supportive role of the Vice President has to be reiterated here as context to what policies could be implemented to keep out extreme ideologies and principles, fascism included. But just as a moot and academic point to consider. The opposite of total state control in authoritarian and totalitarian regimes may well be found among anarchists, or those who believe in the abolition of the state. Communist and socialist regimes still resemble a form of government, as articulated by Lenin's vanguard party or Mao's New Democracy. And what of red fascists, for instance, which concept emerged to describe the authoritarian tendencies of the communist regime? Again, that is besides the issue at hand, complex as the political spectrum as may be. I believe my personal perspective on moderation and centrism has been demonstrated enough to show my stand in such issues. As much as we as an alliance should be inclusive and open to diversity, we have to be vigilant in spotting potentially damaging elements and deal with them preemptively in accordance to anticipatory governance. We can be friends to all without necessarily discarding our core values and principles as an alliance.

What would be your single biggest priority if elected?

At first, I thought getting the Judicial System up and running would be my main priority if I were elected. In hindsight, I don't think the current priority should be a Judicial system. No one has been tried by Civil or Criminal matters since almost May of last year, and at the time seemed like a very big oversight from the Alliance. However, it seemed to be a one-off scenario, and the likelyhood of something of the sort happening again are extremely slim. Now, with that being said, I think my main focus would be to foment and build a stronger community in the URA. Right now the URA is as active and proactive as it has been since its inception. As VP, I want to build upon that activity, with more events for the Community to reenforce the strong bonds that have been formed over the past year. Furthermore, I want to be able to incorporate the newer regions so that their members feel welcome, sort of like Icebreakers. Currently, Members of new regions who do join probably don't even know they just joined this big alliance of regions, which is why we don't see new members often in the #general-discussion [Discord channel]. I want to change that, because we could be missing out on members like New Reiji, who are up and coming members of the alliance with loads of potential and drive that this alliance needs for it to prosper for years to come.

My biggest priority will be to increase activity in the URA. Since I have returned back to the URA. It's has be quiet and with a lot of active region leaving or losing activity. The events that we host is working, but I believe they not working enough. URA don't feel like a Community like it once was, it just something to do and leave once we're do. There are no experience to behold here anymore. I want all future leader need to be more friendly to new region and more open with own ideas and personality so the citizens don't feel like outsider to their leaders. We also need to find new way to create more active in the URA, so it's don't die in the next few months.

While it would be difficult to single out any one priority, I believe I must reiterate the principle of maximum benefits, minimum compliance. More than activity or making our presence felt, which may be perceived as caring or just plain annoying depending on the audience, we have to emphasize what it really meant for them to be part of the alliance. As a WA bloc, we increase the participation and the voice of small- and medium-sized regions, as well as uphold their rights and welfare in the international stage. We have to show that our mutual defense is effective and efficient. Remove the regional anxiety of being raided for standing up for our principles, or just being out there with no particular reason. We have to help our member regions grow their influence, for if every one of us progresses, so does the alliance as a whole. And in the entire process, we should not be too hard on those who may be unable to be as active as we expect them to be, especially among new member regions. I believe it will come when they realize the results we have been producing are helpful both ways. The essence of participatory governance in virtual organizations such as ours is to be more accommodating and less restricting. As long as we have a core group manning the helm and sustaining operations, we can attract more talent and expand the alliance. Willingness and intent is not built overnight, but we can hope to develop them through time and commitment.

Making this alliance important to the average regional citizen, basically increasing activity in Roleplay and events, this is a major issue and I feel that the average citizen in a region within the URA doesn't really care about URA politics. URA is for me just a dead place and I really want to change that

I think it would depend on how tightness of relations should be defined. If there are quantitative measures to go about it, then maybe we could start drafting some metrics for them. But as I said earlier, we have to find balance in regional and alliance affairs. We can only do so much especially if we have a non-intervention policy. We cannot even have all alliance members to establish embassies with each other. This discretion on the part of the individual regional governments exist, and so we may have to satisfy ourselves with the principle of maximizing benefits and minimizing compliance if we do not want to alienate those who cannot be as active as expected.

And of course, that also means tailor fitting these benefits. Every region has its own unique set of needs.

I agree in every single way, this goes hand in hand with my policies for activity, mostly being community events and roleplay, more advertising of the alliance might help to attract the average alliance citizen, this will help establishing relations for members and citizens from the regions in the alliance, I also want to cooperate with the regional governments and help regions with their issues, an alliance army shared might help with defence and can also help for ties between us and our regions.

Not only is this important, it is paramount. Take the AA for example. Before its inception, all of the regions in it were absolutely different from each other. They each stuck out like a sore thumb, in fact. However, because of Augustin's commitment to making these regions stick closely and form good relations with one another, it's almost impossible to imagine these regions not being in the AA. While it is important for the sovereignty of each region in the URA to be protected, I hope for a future where we can have the same level of union as the AA has.

I am currently supporting Suvmia because of his policies and for collaboration. Most of his policies line with me, mostly in activity, communication is also important, being both citizens of TDR, He seems the most experienced being president with currently being president, cabinet member and admin. I trust him the most out of all candidates and I pledge my support to him.

Umm that's a very hard Question. But I'm the most likely to Support to be Allangoria isles but Suvmia is a good choice as well. But I have worked with Allangoria isles for most of my career here. I help him with St. Addy and I agree with most of his policies and I believe he's the most likely to create a better URA. Suvmia I miss half of he's VP and Presidential Runs (for too different reasons). But have done a good job and I agree with he's policies as well. But I haven't seen to work with him that often and I do see him as a little less "friendlier" than Allangoria isles. But I he's my second choice.

Perhaps regardless of who gets elected as President, we will have to work together for a sustainable and innovative URA considering the interagency nature of our alliance operations. Notwithstanding the fact that this question might sound like soliciting an indirect endorsement from among the candidates, I believe I cannot single out any one candidate as preference. Most of the positions this election cycle are particularly close races. We will have to defer to the wisdom and conscience of our alliance members on this.

I will be very frank. It's not that I don't want to support any candidate for the Presidency. I believe there are some candidates there who are worthy and are prepared to take the mantle. However, it is important to note that no matter how many endorsements or pledges we personally do, there isn't a complete guarantee that the candidate I support will win. I don't want to be at odds with another candidate just because I didn't support them. Trust me, I know that all to well. I work for the President, and by supporting a rival, it could potentially be detrimental to our relationship.

I think I am the best candidate to lead the URA for many reasons. First, I have held many positions in my home region of New Eastern Europe and formally Eastern Europe. These positions include a vice-governor in EE, the founder of NEE, the co-discord director of NEE, and just recently I have been appointed by the newly elected Prime Minister of NEE for the position of Minister of Foreign Affairs. Second, in the URA I'm a member of the Public Affairs Council, and the Resolution Writing Committee. With all these positions I have held I am a very experienced candidate, and will understand most of the URA positions and how to evolve them to be even better than before. Throughout my time in the positions I have held I have done nothing but good, and if I succeed in becoming the URA president it will be no different in the case that I will make amazing progress for the alliance.

Hello all! I'm very happy to be having this debate; it is a productive exercise of our democracy that I am enthused to participate in.

To answer the question, I am the best candidate for President due to my knowledge and experience within the URA. I served as the second Vice President for several months, and have also served as the President for the past 5 and a half months. Not only this, but I have an intimate knowledge of our current government structure - I quite literally wrote the book on it. I've also had experience in other parts of NS; I founded and ran another interregional alliance for nearly a year, back in 2017, as well as two regions.

Overall, I have served dutifully over the past six months in the URA government, and I'm looking forward to seeing where the URA can develop over the next six months. I wish the best of luck to all of my opponents!

I am Allangoria! I have been playing Nationstates for over 5 years now. Throughout these last 5 years, I’ve had some up, and downs. I’m a founder of several regions, a visionary architect in rebuilding regions, and was both a raider, and defender. My experience here in the URA is I am a former acting Vice President, former Head of Security, and now URAAF Field Marshal! My time here in the URA has mostly been military or working behind the scenes. I think my greatest accomplishment here in the URA was working with several natives of Alvaria to rebel against the accused fascist, and founder high hacker Marrum Graceia. Outside of Nationstates I’ve rebuilt regions South Pacific, Warzone Africa, St Abbaddon, and many more regions, and organizations across Nationstates! But I’ve also had my low points where I had to give up my own region of The Free Nations Region because someone had a personal Out of Character vendetta against me. But that’s not stopped me from getting back up, and working harder than before!

What are the top 3 areas of improvement needed in the URA in the next 6 months?

Those 3 areas are this;
1. Getting back to what we were founded for. Being a World Assembly Voting Bloc Alliance. We have emphasized on building our alliance way to quickly. We got so big that we forgot what exactly our main goal was. Sure we need to offer more than just World Assembly Alliance , but we need to do it in a controlled environment. This means we need to sit down with our member regions, and decide what exactly would they like to see. We need to make them feel more included in our planning as a whole.

2. Getting to know our member regions culturally, their traditions, and their communities. I like to see more interactions with them. This will help us feel more United, and we need to ensure they are benefiting being apart us. We need to have more cultural get togethers, movie nights, and game nights! The ideas are limitless that we can achieve when we work together as a team! And that I intend to do this!

3. Foreign and Military Affairs. I want to thank Soninidia for their strong military support this past operational week. This shows we can work together to protect Lanaograd and our dear friends in Philippines! This to me was such a great moment for us! We will continue to build that coalition together even if I am not elected President. I say this because the URA is truly the first, and most effective NS interegional organization. I want to reach out, and continue our team work with our dear friends in TITO, SPSF, and many more brave defenders. More importantly I want to bring a new traditional era to the office of President! I want to be the President for the all the people! A President who can give a speech, and weekly press conferences! I want to implement ramping up our news media! And lastly I want to be a working President who will always protect our community, and the sacred democracy we so want to see be achieved! But whoever wins, we must unite, and support them to be the leader our organization deserves! I look forward to seeing the other candidates 6 month visions as we continue this debate! The top three areas of improvement that are necessary for the URA over the next 3 months are these:

1. Interaction and Support for our Member Regions.

In order to achieve anything in our Alliance - a sense of community, a strong WA presence, effective defence policy - we need to have a strong relationship with each and every one of our member regions. This means that we need to reach out to all of our regions, and have proper sit down meetings with them to ensure that 1) They understand what we are able to do as an organization, 2) They are able to express their needs and communicate with us us effectively, and 3) That we are able to develop a coherent strategic plan to refer to over the next 6 months based on these interviews and meetings. Without the support from our member regions, we cannot function. Therefore, it is imperative for us to ensure that we are meeting the needs of our member regions.
2. Government Functions & Structures

The next area that needs improvement is our government; how it is structured, and the functions of each position and department. Contrary to what some of my fellow candidates have stated in their manifestos, we can't simply cut councils out of the fold. We need to have a measured, practical approach to reforming our government. Once a strategic plan is developed through our meetings with individual regional leaders, we will be able to appropriately assess what the government needs to look like to meet our needs and goals. There are already several plans that I've been working on for different systems that we can assess; but the overarching reform needed is to combine functionality with breadth. It is simply impossible to run an organization of over 30 regions and around 3000 nations without a proportionally sized government. However, unlike our past system, it is important for us to reassess each position and council in the government to determine specific duties for each role, thus giving our volunteers far more direction in fulfilling their duties.

3. Engagement with our Members

Finally, we need to have better structures and systems for engaging with our member regions. At the moment, we are suffering significantly with regards to interactions from our member regions; despite having 30+ regions, each with their own community, we hardly have any interactions within this server. This is disappointing, and reflects on our current ramshackle policy towards engagement. Currently, any plans of events, festivals, or other activities are proposed only by myself or the Founder; because of the multitude of tasks that we undertake in our primary jobs, it becomes difficult for us to actually plan these projects appropriately. If I am re elected, I will work closely with the Head of Public Affairs to appoint an individual to take care of all cultural events in the URA.

The top 3 areas of improvement needed in the URA in the next 6 months:

1. Advertisement & Engagement

During these past six months only eight regions have joined the alliance (soon seven due to the exit of Lisseum from the alliance), which points out something about the effectiveness of our current advertisement. So far our core advertising has currently been restricted to the URA forum, but there is so much more potential for the URA if we stop sticking to only one forum amongst thousands. We must branch out to many forums, offsite forums, and to send telegrams if we want our alliance to get out there. Next, the engagement of the URA citizens is also a subcategory of advertisement. So far events like the URA Winter Olympics, the URA anniversary, and soon the URAfest (not yet named). But these measly events are not enough to entertain the population for half a year, we need more events like these to keep our citizens happy, and to also attract more regions.

2. Government Organization

So far the government has grown way to fast, and there are barely any people who run it. The government needs to reorganize to perform at it's maximum potential. Many of the committees and councils of the URA need more members to run smoother than ever before. As the URA expands it is crucial that the government expands along with it, but the URA and the government need to expand simultaneously to balance the alliance. If these expansions are unbalanced they will make the URA look sloppy, and that isn't what a potential world class alliance needs. Under my presidency I will fix that, and make the government more efficient than ever before.

3. Inter-regional relations

The URA's main purpose is to communicate with their member regions, and lets say that communication and relations isn't the alliance's strong suit. I have seen first hand that the URA hasn't been active in member regions. We all have the common goal to let our voices be heard, but we cannot do that if we don't interact with each other. Interaction within unheard regions is one of the foundations of the URA, this foundation is going to collapse if something isn't done about it.

Next question: How will you as President promote activity both in the discord and in terms of drawing more interest in taking part in the Councils?

Suvmia

In the discord, promoting activity comes through two different steps. First, we need to promote and advocate involvement in the URA throughout our member regions; that means physically going to our member regions discord servers, speaking with the regular members of their server about the URA, as well as going through their RMBs. In addition to that, we can support regions in their endeavours to give further recognition to the URA. Once that step is done, and we have a solid base of individuals on the discord, we need to start having some low effort activities being held consistently (either week to week, or some other arrangement), and some high effort activities happening every month or so. Overall, we are going to be bringing in more individuals to the discord, as well as promoting basic activity.

In addition to that, I think it would be beneficial to facilitate more serious discussion around the World Assembly and other topics, bringing in people from across the alliance to actually have productive discussions on WA topics.

For drawing more interest in the councils, I think that simply bringing more people into the server, and promoting the alliance more is a good first step. Beyond that, we need to appropriately define all of our roles in government, and do recruitment drives. By properly defining every position in our government (hierarchy, duties, necessary ability, etc.) we will be able to promote participation in our government far easier than we normally are able to today.

Suvmia has shared his plan on how we will promote activity both in the discord, also in terms of drawing more interest in taking part in the Councils, and I couldn't agree more, I would also like to uphold these same points. To add to these amazing ideas, I would like to promote the discord, and the councils on the forums, this can be crucial to educating URA members, also possible future members on how we run the URA, and may draw more regions into our sphere of influence, which may tempt them to join the alliance. As Suvmia has said previously we must also focus on the RMB. Our demographics show that only a minority reside in the discord server, the majority is outside the discord of the URA, and are pretty much oblivious to the events occurring in the URA. This could be the reason why regions are leaving the alliance, most nations are oblivious to the URA, which makes them question the motive behind joining, but this must change.

Allangoria isles

This is a very great question. In my campaign a lot of people were confused on my idea. But it’s the 35% reduction of government over site in our Organization. This is because I feel we should give the members of our regions the power to decide what drives this organization forward. Some of those ideas include advanced cultural planning among our regional communities, military cooperation at the regional member level, and then yes we will still have oversight. What this mean?

My plan is to downsize the government by 35%. My first day in office, I will sign an executive order eliminating the clutter, and useless councils by creating 3 main councils. Those are Cultural Affairs Council, Public Affairs, World Assembly Affairs, and the military stays the same! Let’s focus on putting an emphasis on what we do best! That’s being a World Assembly voting bloc, but also developing a plan to maybe get back to our current structure once we are ready to. But this structure needs to make sure we recruit regions that will benefit us, and we benefit them. And most importantly, we will have more interaction with our member regions, but I will make it my first priority to get to know them culturally, and what makes them unique. We will reorganize our discord, and bring the URA back to a more structured at the core kind of path! So this plan isn’t going to be achievable over night. But if we can work together as whole, I know for sure we can develop a plan that will keep us around for a long time. The URA is like a ship in the ocean. You guide it with a steady hand, and careful planning! To summarize my plan, it’s broken into this;

1. Downsize the government by 35% so we can build on the core of our organization.

2. 2-3 months later we meet with our organization, member regions, and place a 2021-2022 infrastructure bill that lists our goals, and how to achieve them.

3. We then start breaking into smaller groups to achieve this plan.

It will take teamwork!!

I think that my policy over the past six months has been quite clear, and I believe that most of my fellow candidates will agree with me here; Fascism, as well as other harmful ideologies, is unacceptable in the URA. In order for us to maintain our tolerant democracy, we must be intolerant towards intolerance. Policy-wise, this means working with our Recruitment Council to thoroughly make background checks for incoming regions; checking with members of the gameplay community, working with our moderation team, and personally going through server records of incoming regions is a good start. Beyond this, we need to maintain a constant vigilance through moderation in seeking out and removing toxic players promoting hateful ideologies within the server.

I think that we should have a proper stance on ensuring Fascism doesn’t continue to spread across Nationstates. We have a great member in our organization that we most certainly appreciate their efforts over the years. That’s my dear friend Vippertooth33. Mariner Trench, The Communist Bloc, Kingdom of Great Britain founded the NS version called Antifa. Their goal has been to stop, and combat fascism. As President, and even as a Field Marshal, I believe we can;

1. Take a decisive stance on any extremist group. We should stick to what we’ve been saying. And that’s we support a free, and democratic process. That’s what this organization was founded upon, and will continue to be. We will continue to spread the word just like in this civil siren dispatch,

2. I would be honored to have the URA join Antifa. I’m a strong supporting member myself. Unfortunately due to my ongoing role in St Abbaddon, I don’t always get to be apart of those operations. But what Vipper has done over the years is admirable work. And that’s why I proudly voted aye for his commendation.

3. While we should have a definite policy, we shouldn’t just go out looking for war. We are peaceful, professional, and support democracies! And we will never be slandered or attacked, but we will always use diplomacy first.

Yes, I agree with Suvmia that fascism, along with other harmful ideologies, are totally unacceptable in the URA and in the whole of NS. I also believe the Recruitment Council should conduct thorough background check for incoming regions. Along with this we should get the recruitment council to make a watch list for Fascist as well as other extremist regions. watching over the members of the URA can be a heavy task for the few of the moderation team, it is best if we expand this department to 15-20 devoted individuals working to protect our alliance. Of course our military is also key in defending our member regions against the many fascists out in NS, and it will be my goal to make peace, but not to overgrow our military.

I am for persevering the freedom of speech, but every nation must know that embracing fascism means being sidelined. We are a democratic block, not dictating what can and cannot be done, but we do have a mandate to put aside those fascist states.

There has been discussion around establishing relations with some of the GCR regions. Even allowing some of the Warzones and Sinkers in if they are interested. Do you support establishing relations with Large GCRs?

Allangoria isles

That’s a great question! I believe we should have relations with GCRs, Sinkers, Warzones, and even the most special User Created regions like St Abbaddon, South Pacific, Nationstates, and etc. Now there’s no favoritism on that last option of kind of region 😅. But on a good note Stratocratic-Anarchy Oceanic Empire, Jesbro, and the entire region of St Abbaddon is pretty awesome. They took me in when I was at my lowest here on NS. But yes having relations with these region as a whole is a key to my World Assembly initiative, military cooperation with one another to protect our most vulnerable communities, and can open new pathways to expanding our community. Having relations with these regions increase our success of getting more, and influential regions joining this alliance. But I also want to take this question a little further. While these relations are extremely important to me, our member regions will always come first. And with that we must be working around the clock for our member regions first. Thank you.

Including GCRs is a bit of a difficult question. I certainly agree with Allangoria isles in having good relationships with GCRs; however, bringing larger GCRs in as member regions would be counterintuitive for our purposes of helping UCRs in the long run. I’m not opposed to it, but there needs to be some careful thought going in to the decision.

I don’t think GCRs need to be full on members per say, but I do firmly believe if 10000 Islands, or even Europe would not be counterintuitive at all. But you have to be to more specific on that though. Should Warzones be a member? Possibly if their community is stable, and we can provide protection. Should we be on good terms with large, neutral military leaning region like TNP, or TEP? Absolutely! This creates a less stressful situation on our military to protect our communities since those 2 regions alone I just mentioned have great numbers in their military sector. The URA needs to branch out, but let me make this clear. ”We shall always put our valuable member regions first, and they will be treated like family!”

But there are endless possibilities when we work together as a team, and I absolutely believe we can accomplish having GCRs, or strong World Assembly regions be apart of the alliance. Maybe not full on members, but I think as President we should negotiate treaties with them. But if not now, then when Mr President?

Just to clarify my answer, I am not opposed to having stable, smaller GCRs like some warzones become members. My concern was and is bringing in a massive GCR, which would dominate our votes, and completely drown out the voices of our UCRs, counter to our founding message and primary goal as an Alliance.

However, aligning ourselves with GCRs, or at the very least being on friendly terms with them, is a must. Not just for a military aspect, as you mentioned, but also for World Assembly collaboration. In fact, we have been working on developing closer ties with The West Pacific, especially towards WA Collaboration, so these things are already in the works; the answer to your question is now, as we are currently working on strengthening these ties with GCRs.

So you would admit this is a policy that we both agree on Mr President?

Looks like we do. If I may, I like to distinguish our differences on this agreement respectfully. I agree with President Suvmia on his negotiating with TWP. But why is this so important to my campaign platform, and how is it different from the current administrations plan from the last 6 months?

Maricoen

I believe there should be no discrimination against GCR's, Warzones, and Sinker if they are interested. Along with my opponents I also believe relations with GCR's can be crucial, and can further advertise the URA. I do agree with Suvmia that these large GCR's will most likely dominate URA polls, and will probably undermine the voices of member that actually need to be heard. I do not want this to happen, as this is one of the purposes of the URA, to give a voice to the unheard. This is why we must target smaller GCR's to join the alliance.

This is so important because it is the one of the founding pillars of the URA, and a huge focus on my Presidential campaign. Having a strong say in the World Assembly in the General Assembly, and the Security Council. Now to elaborate further, the GCRs are absolutely great with that. I would work with them to learn how write a resolution. I will create a writing academy for those who are interested in learning how to write a serious, confident, and outstanding proposal. My campaign calls for a 35% cut in government infrastructure. Yes it does, but this goes on the World Assembly pillar. It goes back to when I said I would have World Assembly Affairs, Cultural Affairs, Public Affairs, and Military Affairs. See I will be rebuilding the foundation of the URA. For those who are interested in architecture, picture my plan for my presidency like the Twin Towers. They were built into 3 sections. Just like them, I will lay the new foundation, then implement programs on my pilars of focus, and then finally put personnel on those pillars to accomplish the mission. So in retrospect I’m also happy if anyone would like to dm me about this campaign break down. Also this is not a shot at the Twin Towers or what happened on 9/11. But I really love how they were designed, and hoped this provides a visual representation of my plan. Notice in the picture how they are built like boxes into 3 different sections. This what my campaign can be compared to. My campaign points how the areas of focus, and we will build off that for a better, and much more organized URA!!

First: We do agree on one thing, that collaboration with GCRs will be of great benefit to the Alliance as a whole. Now, I am unclear as to your statement around collaboration with the GCRs; do you intend to have them join the Alliance, as I've stated to be hesitant towards, or do you only wish to collaborate with them on tasks like resolution writing and other WA Collaboration, where I have already begun to lay groundwork for?

Second, to look at your plan to reduce government "waste", you are proposing to remove the Recruitment Council, Electoral Council, and Roleplay Council, as well as all committees, and adding on a Cultural Affairs Council, correct? If this is the case, Then I don't think you understand the difference between reducing size and increasing efficiency. Within my platform, rather than simply taking a chainsaw to our government structure, I will be carefully analyzing each council to determine where we can generate the best change; specifically, for example, defining roles within each department so that any individual can carry out a job within our government with ease.

Finally, I don't think you fully understand my point around GCRs and having them become members within the URA. Collaborating with smaller GCRs, like the warzones, is an excellent plan (if they are stable), as these regions are on a similar level of influence as any one of our average member regions. Larger GCRs, however, like the Pacifics, are massive, almost all of them carrying more influence within the WA than our entire combined voting power as an Alliance. This of course can be an excellent resources for assisting our regions, if we create the appropriate systems for resolution writing. However, Bringing in any one of these GCRs as a proper member, rather than just aligning ourselves with them, will completely destroy our primary directive; every single WA Recommendation will be decided by this one GCR, rather than any of our UCRs, and we as an organization would be functionally useless.

Absolutely!! The difference between you and I are this;
You want to create more councils and committees. We are already spread thin as it is. 35 percent of those councils, and committees are gathering dust. Yeah on paper it looks fantastic! I don’t think your way is bad actually. But this is my intended my plan.
Mine: What I will do is combine the public affairs pillar to include the recruitment wing. It is healthy to give the councils a some more other responsibilities here. For one it actually gets rid of waste of resources, and helps fit my proposed government model.

2. Yes I said it! I would cut the Roleplay council because it’s not active enough. But here’s the incentive you do not realize Mr President. I’m going to give the member regions more authority over Roleplay. If they would want an interegional Roleplay, I would refer you to Dream World. It’s successful, and doesn’t require so much over site. See I’m a someone who is thinking for 2021, 2022 and beyond. You have to know your limits. In my opinion the URA has to have a government model that will be attractive, easy to implement, and will work not just for the next 6 months, but for years to come. That’s not to say that a Roleplay Council isn’t achievable Mr President. It’s me saying we have to build in a slow, and smart manner. Dream World

2. You mention the electoral council! I’m glad you did! This is another red flag. I will be making it less political. The President shouldn’t have over site over anything electoral wise. In my plan for reform I will make it a non-electoral position, and eliminate the bureaucracy red tape that comes with it.

3. You fail to see the architecture reference I made in my previous statement. My campaign calls for Cultural Affairs, Public Affairs, World Assembly Affairs, and Military Affairs. In fact I’ll go one step farther to say I will banish Councils, and make them into Ministries. Now those are the main pillars.

Not done yet. I ran out of room. Ok;

Those main pillars, you build onto them, and make the core stronger. You hire, train, and mentor personnel to be in those pillars. That strengthens the structure. If Roleplay needs over site, it can fall under Cultural Affairs. Mr. President, this isn’t about cutting programs because I want to. Mr President it’s about organizing, developing, building, and setting up a clear vision that this administration failed to do. I mean no disrespect to your 6 months in office. I think it was great! But my vision is more long term.

Now Suvmia, I’m going to answer the question you are probably wanting to ask. Why am I campaigning on this platform? Well I will answer it

Bluelight, and Suvmia’s overall government model plan sounded great! In fact it was perfect for the beginning. But this is why I think to much bureaucracy, and red tape are the problem. These interegional organizations like AoR, AIR, Sword, ITDA, NSIDC, and FORGE all wanted to have the final say, created way to many infrastructures, and much more. Guess where they are now? Closed, Cted, or collapsed.

So someone with my experience in these organizations knows the end fate if we keep trying to out perform our current capacity. Let me submit a government break down from Air. One sec hear

See how many problems they had. This is why I am shouting this in my campaign. It’s time to fix the problem before we end up like those orgs I just mentioned.

First, you've mischaracterized my platform. I don't plan on simply generating committee after committee and council after council; not a single one of my proposals suggests this. I have, however, talked extensively on having a thorough review, after establishing an appropriate strategic plan, on which positions are needed for us to function properly and how they can be structured. Looking at your plan, now that it's more laid out, I can see that you're not even characterizing your own argument properly. The only Council you'll actually be eliminating will be the RP Council, while the others shall simply take on fancy new names but essentially shall be the exact same.

The reason that I have not publicly created a specific plan is because I don't believe that I currently have enough feedback from our member regions to unilaterally propose such drastic changes to our government. I have, though, considered several different options for changing our government. One specifically that I have elaborated on is more definition. Regardless of whether you call our different departments councils or ministries, there is no doubting that the one key factor that makes them run is having a defined task and role for each position within the department. By comprehensively evaluating each department and aspect within the alliance, we will be able to identify exactly how many roles we require to keep us going and improve overall.

On the topic of RP, I am completely in favour of reevaluating how we do our RP. Folding this into a different department would be the best option; as well, collaborating with our member regions to identify specific areas that they can benefit from when it comes to RP. There's no point in just repeating the same thing that you can find in almost all of our regions here; that doesn't make any sense.

With regards to the electoral council, I think it's important to look at how we can change that to be both less political and more efficient. That's why I've looked at different options for having an appointed versus an elected position, as well as the benefits or drawbacks from each of those options. I have favoured a system similar to the RL Canadian Electoral system, with an appointed Electoral Office to take care of elections. Of course, in order to keep the office nonpartisan, I would have to consult further with Free Azell around specifics there; as an elected official it isn't a good idea to influence our electoral system.

I'm not sure I did miss the architectural reference; I fully understood it. My issue with the reference is that you aren't changing anything in our government functionally with your proposals, outside of the RP Council - and even with that, you admit that it will continue on eventually in some form. You are simply rebranding things. While that is useful, and is something that happens for every new administration, it's false advertising to claim that it is a complete reconstruction of our entire government.

See my platform regarding a Strategic Plan; creating a long term vision for the next 1-2 years of the Alliance through careful consultation with all of our member regions governments in order to set that agenda, rather than simply doing what you or I think is best.

I don't know why you keep referring to bureaucracy and excessive red tape; the only real restrictions on government action here is basic rights for our citizens. As well, those other interregional organizations that you've mentioned failed because they did not have any real anchor or purpose for being, except perhaps being a military alliance, contrary to ourselves, with the WA as a guiding light.

The problem in those organizations isn't that they had too many structures, but the issues that both led to that result, and how those structures then contributed later on to their downfall. A lack of proper engagement and communication with our member regions will lead to improper structures. Furthermore, improper structures will lead to apathy and inactivity among those that keep this government running, which will lead to dissolution.

I'm not saying that we need a bunch of government structures, or that a million more committees will solve any problems. My platform is simply stating that before we make huge changes to our structure, we consult with our members and determine a strategic plan to guide us over the next few years.

I don't think you're correctly stating my record, either; at the start of my term, there were 8 Councils or other main organizational features of our government. Now, there are only 5; that is a 37 Percent reduction in government. As well, out of the committees that have been initiated during my term, we have seen: plans on reforming our civil council to represent regions more appropriately, plans on creating programs to assist member regions in recruitment and retention, the planning of a Winter Olympics, the planning of two festivals, the Resolution Writing Committee, which you clearly approve of, to name a few.

I am not some sort of Big Government boogieman. I'm working towards the same goals that you are; to help make the URA the best Interregional Alliance, and the most effective WA Voting Bloc in Nationstates.

Mr President I am not saying you are a boogie man or any sort. I only want to clarify my position, and why I have this as my platform. Being in a lot of interegional orgs, I’ve come to learn how how to notice the same patterns, and symptoms from the past.

I agree with Allangoria isles that you have been making numerous councils, and that has made the government spread thin, there’s just not enough volunteers for the councils. I don’t think that we should get rid of any council, nor should we rename them.

I've started committees, if that's what you're referring to. But I've done nothing to change the areas that councils are supposed to handle; if anything, I've given more direction to each council by regularly checking their progress.

Not necessarily. To make my plan a success, it takes teamwork as a whole. It takes careful planning, and writing a detailed manual on how to best set these Ministries up. People are afraid to downsize, and create one department for several functions. But that’s why we recruit to get help, and skilled members to carry out a certain function. Let me simplify it this way. The services we offer aren’t going away essentially. They are being organized in a much better structure that will actually ease the oversight burden we have now.

So far I haven’t really heard your recruitment plan, which makes me doubt the possible effectiveness of your plan. What will happen when you don’t have enough council members to run this merged ministry, then you will violate your government organization plan.

We don’t have enough people now as it is. But as a whole we have work together on approaching regions that could meet our criteria, setup a news media to spread around NS, and make a recruitment dispatch to help those who are interested. It’s not going to be easy at first, but anything worth it takes time. Answer me this question, if the recruiting council was so effective as it is now, why did Thalassia, FNR, and several large members walk out?

We were disorganized, no clear path, and we didn’t correct their needs until they were gone. It’s not just about recruiting here, we need to focus on how to maintain the current members we have as well.

I have never said the Recruitment Council was effective, I want to rebuild it with a good 15-20 members or even more that will be the centerpiece to the growth of the URA, right now with only a few members we’ve only hit the tip of the iceberg, there is so much potential.

I agree to a degree. But before you can say hey join us. Let’s actually solidify a real, and simple government plan first. Again if you were in AIR, ITDA, NSIDC or even FORGE, you would know why I am campaigning hard on restructuring. What happened to those before us? They are dead.

I want the councils to stay apart, I want the recruitment council and the public affairs council, to be separate so they can focus on their respective tasks, not meddle in each other’s business

It’s totally fine if that’s your plan. But again those councils aren’t active as it is. We have committees that aren’t even active. I think we need to downsize before expanding. Your idea would work if you had members begging to join.

We must have a clear understanding and vision for the future of our alliance. It is cooperation, understanding each other and working together. We must fight for the common goal and for the community, so I would encourage discurs and pluralism of ideas. I would listen, and act accordingly.

That’s a great question!! The first thing we need to do offer an attractive packages. What we need to do is to establish a better line of communications. Some ways of doing that are having a media newspaper, visiting our member regions discord’s, and regions. And the best part of my plan is we are giving the member regions more power to control their destiny here in our alliance! I would like to even expand to us having a YouTube channel, newspaper, and we need more festivals, and cultural events to interact with one another

Maricoen

That is a great question indeed! To establish real and tight relations with current URA member regions, we first need to make the URA regions establish relations with each other. These relatively small regions live in their own secluded worlds with minimal contact, but we must open up their pallets. We must demand interaction between regions. If not what's the point of being the UNITED Regions Alliance, if we're not even united. After this is achieved. Along with Allangoria isles I believe we would be further united if we visited our member region's discords, and I agree that there should be more festivals to better bond with each other.

Suvmia [Retroactively]

One of the first steps in establishing closer ties with our member regions is to actively engage with them on their own platforms. That means going to discord servers and RMBs, connecting with the members of the regions, and hearing their concerns firsthand. The next step, of course, is bringing regions together through collective activities. For example, with the upcoming URA Global Showcase, we will be presenting all of our member regions the opportunity to connect and learn about each regions unique culture. Finally, we need to establish better long term communication structures; newspapers, utilizing the nexus more, better communication with the Voting Members, etc.

I would not interfere with the democratic process regarding the VP position. I would prefer a character similar to me. Preferably, not necessarily.

Out of the candidates running for the position of Vice President, I support Lanaograd. Lanaograd has an incredible work ethic, and it shows in his eight years of incredible experience. His ideologies and goals quite similarly align with mine. Together we could make an excellent team making the URA an even better place, and if I become President I couldn't ask for anyone better.

I see a lot of great potential in our Vice Presidential Candidates. I could honestly recall something great about each of them. New reiji and St Abby gave me a region to come to when I was at my lowest in my NS career. From there we’ve worked in restoring such a historical, and treasured region. Lanaograd has been carefully guiding Philippines and helping the Delegate there for awhile. But I’ll go back to my original message. That’s we have to work as a team to better our future regardless of who the President, and Vice President are. They will be our leaders, and will need our support. If we don’t win the election for the office we are seeking, then let’s not let our creativity die. Let’s find the areas that need our help! Let’s come together, and create a URA that everyone will look at! I’ll always be the lighthouse keeper who keeps the lights on for you! But teamwork will only make us better! I've seen a lot of great potential in all of our VP candidates, and I truly believe that they are all dedicated to improving the URA in whatever way they can. I am particularly enthused to see that a lot of VP candidates have similar policy proposals as most of our Presidential candidates, so that regardless of who wins we will end up with a united leadership. The main factor that I look for in a VP is ensuring that they are active, and have been active or helpful in the URA in the past; I can see a lot of that from all of our prospective candidates.

Most Contested Race Yet Sees Presidentiables Argue for URA Future and Fight against Fascism


The January 2021 Elections of the URA is in full swing as polls open from the 25th to the 31st, and interest in the hotly contested race has raised expectations for record voter turnout. A four-way race between incumbent URA President Suvmia, URA Armed Forces Marshal Allangoria, New Eastern Europe WA Delegate Maricoen, and Conch Kingdom's The pir featured the biggest field of Alliance President candidates since the founding of the alliance in November 2019. Among the paramount issues of the month, the future of the alliance and the treatment of fascism has taken the spotlight in the presidential debates.

While the candidates in general agreed on a number of issues, such as increasing engagement, as well as expansion of membership to include large regions and game created regions (GCRs), there are also points where they differed. Banking on its firsthand experience in the alliance government, Suvmia envisions the URA to be a "formidable force" administered by a proportionally sized government structure with clearly defined roles, a position in contrast with other candidates who proposed reorganization and streamlining. Suvmia further stresses that no new councils were created during its term. In comparison, Allangoria has pledged a 35 percent reduction in government size in hopes of curbing red tape, transforming the councils into ministries in the process. Maricoen has proposed a major overhaul of the current structure with 15 to 20 members dedicated to recruitment alone.

Meanwhile, all candidates have expressed their opposition to fascism and related right-wing extremism, emphasizing the stance of the alliance as a bastion of democracy and the ongoing election as evidence of this fact. Both Maricoen and Suvmia has vouched for the efficacy of background checks to keep extremists out of the alliance, while Allangoria intends for the URA to join Antifa, a military organization in NationStates dedicated to combat fascism. The Pir stresses freedom of speech, but believes fascism must be placed in the sidelines. As context, early in the campaign, former presidential candidate United hindu rashtra strongly called out the "massive intolerance" of the alliance for right-wing ideologies, pointing out how its use of the swastika was misinterpreted as support for Nazism. The word "swastika" comes from the Sanskrit for "all is well," but has since taken an extreme political meaning despite its religious origins due to Nazi symbolism. United Hindu Rashtra would later exit the alliance even before the debates began.

In related developments, a pre-election survey independently conducted by Vermont and montpelier was released January 15. For President, Maricoen was leading the survey at 37 percent, followed by Suvmia at 33 percent, Allangoria 20 percent, and The Pir 0 (zero) percent. The rest were write-in votes for unofficial candidates. A total of 27 member nations participated in the said survey, with a margin of error of 15 percent.

Heated Campaign for Alliance Vice Presidency Too Close for Comfort


For Alliance Vice President, a similarly sized field of candidates sets up another hotly contested race. Veteran vice presidential contender The xii legion fulminata of Ridgefield has been an early campaigner in its attempt to shed past controversies. Last minute declarations characterize the pace of the VP election with URA Head of Public Affairs Lanaograd, former Head of Recruitment New reiji, and Trekinstan of The Democratic Commonwealth joining the fray near to the close of candidacy filing. In an unexpected development, the VP race featured unique endorsements which was not largely seen for other positions. Lanaograd in particular has been publicly endorsed by incumbent Vice President Honeydewistania, presidential candidate Maricoen, India WA Delegate Indusse, and Philippines WA Delegate Ariusgrad, among others. Despite the endorsements, however, XII Legion has expressed how its strength and passion can be a game-changer in the race, while both New Reiji and Trekinstan assume the role of the "underdog" in hopes of attracting more votes.

Available data may lay credence to XII Legion's claims of a closer race than expected. The pre-election survey independently conducted by Vermont and montpelier has not shown a confident lead for Lanaograd, who is leading the survey at 52 percent. It is followed by XII Legion at 30 percent, New Reiji 8 percent, and Trekinstan 4 percent. The rest were write-in votes for unofficial candidates. A total of 27 member nations participated in the said survey, with a margin of error of 15 percent.

While there have been commonalities among the candidates in the issues, particularly in promoting activity and fostering closer relations between members, differences can also be noted. XII Legion has expressed its support for the creation of a judicial system and the reduction of government size to "give positions meaning." It has also taken up a dissenting opinion on how alliance policy should treat fascism and related right-wing ideologies, emphasizing diversity should mean recognizing that "not all fascists are evil people." In relation to this, XII Legion argues that communists should also be banned if fascists would have the same fate. The rest of the VP candidates have expressed opposition to extremism in general. Meanwhile, Lanaograd stresses its threefold vision, and the principle of maximizing benefits and minimizing compliance if the alliance seeks to create an inclusive and sustainable environment for growth. As for New Reiji and Trekinstan, they harp on their policies to make the URA "friendlier" and "important" to the average member.

Head of Recruitment Debate Boils Down to Question of Expansion


Serving as the alliance's foreign relations arm, the Recruitment Council sees a two-way contest between Augustin Alliance Joint Task Force Director Gibraltarica and Fylkirvegr Founder Freedomanica. Their campaigns have boiled down as to who has better policies to improve URA standing relative to the world.

While Gibraltarica has supported the recruitment of large regions to the alliance and a transition phase to support new regions, Freedomanica has taken up an unconventional position of focusing on internal growth of member regions, relegating active recruitment of new members as secondary. Gibraltarica stresses on Freedomanica's pledge by arguing on knowledge of the Recruitment Council mandate. Asked for a forecast on membership by the end of their term, Gibraltarica estimates 30 to 35 regions, while Freedomanica 35 to 40 regions. Although the alliance has seen new entries such as Blackstar, The Freedom Isles, and The DankLeft Commune, it has also endured departures in the past weeks leading up to the election, among them being Lisseum and Krasnaya.

In terms of their proposed recruitment criteria, Gibraltarica summarizes them to four major points: an active community, a proactive government, the existence of a World Assembly (WA) Delegate, and unconnected to unwelcome communities and ideologies. Freedomanica has been more specific, rejecting fascist, anti-WA, and embassy collector regions. Besides having a WA Delegate, it has also placed a floor membership size of 25, and an age floor of six weeks.

In related developments, a pre-election survey independently conducted by Vermont and montpelier was released January 15. For Head of Recruitment, Gibraltarica leads with 48 percent, closely followed by Freedomanica at 44 percent. The rest were write-in votes for unofficial candidates. A total of 27 member nations participated in the said survey, with a margin of error of 15 percent.

Participation Issues Arise in Head of Public Affairs Debate


The newest of the URA councils, the vice presidential bid of its first elected head Lanaograd has opened the Head of Public Affairs race to two contenders. The Flyin2 of The United Federations has been Lanaograd's rival in the previous Public Affairs election. Vermont and montpelier of The Labyrinth, who declared early its candidacy in hopes of campaigning against Lanaograd, faces off with The Flyin2 instead in this two-way election. Another prospective contender, Peshwas of The Great Experiment, has not formalized its candidacy despite publicly expressing desire to seek the position.

While both have agreed in the competency of the Public Affairs Council they will be taking over and in the commitment to boosting activity, the two candidates differ on policies in bringing about more participation among member nations. Aggressive strategies early in the electoral campaign has received negative feedback from a number of member regions, making the technical details on how to help them participate in and experience better alliance events the highlight of their debates. One event taken as example for argument is the planned URA Global Showcase, scheduled for March 2021. The Flyin2 does not see the necessity for such an event, although it proposes to focus more on URA functions if the showcase does materialize. Meanwhile, Vermont and Montpelier seeks to have all regions on board and model the event as a collection of accomplishments.

In related developments, a pre-election survey independently conducted by Vermont and montpelier was released January 15. For Head of Public Affairs, Vermont and Montpelier leads with 52 percent, followed by The Flyin2 at 33 percent. The rest were write-in votes for unofficial candidates. Uncontested Head of Roleplay Candidate Aims to Attract More Activity After Elections


The elections for Head of Interregional Roleplay will be uncontested for the first time since January 2020 with Adachi being the only official candidate for the position. Promising smooth RP operations, Adachi believes that simplifying and advertising the RP facility of the alliance will be beneficial in driving more members to join as active players.

URA World Assembly Recommendation

Protecting Sapient Life

The World Assembly,

Recognising that GA#535 "Death Penalty Ban," while outlawing capital punishment in most circumstances, permits its deployment under military law in some circumstances, and

Seeking to abolish capital punishment in all circumstances across the WA, for reasons that have been stated in at least three different resolutions...

The General Assembly hereby:

  1. forbids the imposition of the death penalty in all cases where such has not already been prohibited by prior and standing international law, and

  2. prohibits members from deporting any person to a nation where said person faces a reasonable possibility of being sentenced to death for the crimes they have been charged with committing.

The United Regions Alliance recommends that you vote AGAINST the resolution

This resolution builds upon "Death Penalty Ban" (which was just passed) by totally preventing the death penalty in all cases. Furthermore, deporting people to places where they would be at reasonable risk of execution is also prohibited. "Death Penalty Ban" left an exception because it was unknown whether a full prohibition had sufficient support, to which Tinhampton writes, "there's only one way to find out..." There are two main points of contention within the forums and the URA. Firstly, the writing has been described as "sloppy" and "misleading" by voting members in the URA, indicating that in its present state, even those supportive of the goal cannot support the resolution. Secondly, some members are supportive of the existence of the death penalty. While this resolution does not massively prohibit the death penalty -- that has already been done -- it is an extension of such prohibition and is therefore not supported by said members.

Suvmia Wins Second Term, Lanaograd is New VP in Highest Turnout Yet


The United Regions Alliance (URA) has chosen incumbent Suvmia to serve a second term as it overcame a slight lead by New Eastern Europe WA Delegate Maricoen in pre-election surveys. The first round has Suvmia up by 21 points over distant second placer Maricoen, but is a few votes short of a majority. The second round eliminated last placer The pir, who got 9 percent of the vote. This eventually gives Suvmia a final tally of 51 percent, followed by Maricoen's 31 percent. URA Armed Forces Field Marshal Allangoria polled 13 percent in the first round and 16 percent in the second round. In its post-election speech, Suvmia thanked the candidates as well as the voters in contributing to the highest voter turnout yet. With 117 votes cast, the January 2021 turnout posts a 60 percent increase from that of July 2020. The victorious incumbent also says the following in its call for the Cabinet members to lay down their long-term strategic programs, "It will be my pleasure, as well as my duty, to deserve that honor by dealing with all questions that come before me with firmness and impartiality." Allangoria, meanwhile, announced its intention to sit out the next election cycle, citing its commitment to the URA Armed Forces, as it congratulated the election winners.

The vice presidential race, however, stole the spotlight of the general elections as it took three rounds to determine the eventual victor. Former Head of Public Affairs Lanaograd has seen its pre-election lead slightly shrink enough to deprive it of an outright majority, obtaining 49 percent of the vote in the first round, followed by Ridgefield's The xii legion fulminata with 25 percent, Former Head of Recruitment New reiji with 18 percent, and the Democratic Commonwealth's Trekinstan with 8 percent. While Lanaograd's first round lead of 24 points over XII Legion is larger than Suvmia's lead over Maricoen, New Reiji and Trekinstan somehow overperformed pre-election surveys enough to force two more rounds of voting. With the third round giving Lanaograd 71 percent of the vote, the highest for any vice presidential candidate in alliance history, the URA welcomes the representative from the Philippines as its new Vice President. Both New Reiji and XII Legion have expressed their desire to run for positions in the next election cycle. Unlike the July 2020 results, XII Legion appears more amenable to accept the outcome of his second run for the said position. To recall, XII Legion lost by one vote to outgoing Vice President Honeydewistania in the previous election cycle. Meanwhile, Lanaograd has this to say in its post-election speech, "We have once again proven that the URA is an alliance and an arsenal of democracy. As we embark on the journey of inclusive and sustainable growth, we can hope that more voters would emerge in the years to come."

The race for council heads has been less contested compared to that of the standard bearers. Augustin Alliance Joint Task Force Director Gibraltarica wins over incumbent Freedomanica as Head of Recruitment with 64 percent of the vote, 16 points better than its pre-election showing. In its post-election address, Gibraltarica stresses the immense work needed for the alliance, "The world we work and abide in as players of NationStates is a beautiful, complex, and sometimes difficult world. It is my duty now to reach out into that world, and out of the turbulence therein, attempt to form greater order and more perfect union within it."

Meanwhile, Vermont and montpelier of The Labyrinth, already leading in pre-election surveys, trumps over The Flyin2 of The United Federations with 57 percent of the vote to become Head of Public Affairs. The Head of Interregional Roleplay is uncontested with Adachi, the only candidate for the position, assuming office. The triumphant candidates take office first day of February 2021 to lead the 30-region alliance.

Feature: Analysis of the January 2021 Elections from a Regional Lens

The January 2021 election in the URA saw the election of three new faces into the positions of Head of Recruitment, Head of Public Affairs, and Vice President. Meanwhile, President Suvmia won a decisive victory to secure a second term as the head of the alliance. Not only did this election bring change, it brought lots of data to be analyzed. The top four regions in terms of vote share were Conch Kingdom, New Eastern Europe, Anteria, and the Philippines, in that order. Collectively, these regions casted 65 votes, already majority of the 117 cast by all 30 member regions. The presence of these four regions should come as no surprise. CK, NEE, and Philippines all had candidates running for high-profile positions. Furthermore, CK and Anteria are two of the URA’s biggest regions by population, so a higher vote share is to be expected.

What is more interesting is the regional breakdown of the votes. First, let us look at Conch Kingdom. Jinkies (Gibraltarica) and Suvmia, both well-known figures in the region, won CK by huge margins (88 percent and 83 percent respectively). Meanwhile, HoPA Vermont and Montpelier underperformed in this region by fourteen points, winning merely 43 percent of the CK vote despite winning the election with 57 percent of the total vote. The VP breakdown is nothing too interesting, reflecting the final vote count with Lanaograd slightly overperforming and New Reiji slightly underperforming. One URA citizen wrote, “Suvmia's time as MoFA in CK probably won him this election.” Analyzing the vote distribution, it may be more complex than that. If no one from Conch Kingdom voted, the final results would be 41.5 percent Suvmia, 33 percent Maricoen, 15 percent Allangoria, 10.6 percent Pir. While Suvmia still has a good lead over his opponents, it is nowhere near the 49.6 percent of first choice votes received with CK’s help. After The Pir’s elimination, the second round results would be: 44.3 pervent Suvmia, 36.6 percent Maricoen, 19.1 percent Allangoria. To win, Suvmia would need only 5 votes from Allangoria. Did Suvmia’s popularity in CK help him win? Undoubtedly. But was it necessary to win? The evidence suggests elsewise.

Interestingly, New Eastern Europe seems to have voted completely differently from the rest of the alliance. Whether that is due to Maricoen’s candidacy or a unique political culture is hard to tell. Freedomanica won the majority of support in the region, far greater than the 36 percent he won throughout the alliance. Vermont and Montpelier took the region by storm, winning 80 percent of votes despite not even being a citizen in NEE. Maricoen won every single vote in the region, which should come as no shock. Half of Maricoen’s total vote share (15/33) came from NEE, which suggests that his strong second-place finish to Suvmia was carried by his home region. Indeed, if no one from NEE had voted, Suvmia would win handily on the first ballot with 57 percent of the vote. Lastly, the region was split three ways between Lanaograd, XII Legion, and New Reiji, each winning about one third of the regional vote. This was especially impressive for New Reiji, who only won 18 percent of the vote alliance wide.

Just as Maricoen’s base of support is in NEE, Lanaograd’s base of support is in the Philippines. Taking 100 percent of the vote, Lanaograd had the support of all 11 voters. However, it should be clear that Lanaograd’s victory could have been achieved without Philippines -- his 40 point lead over XII Legion in the third round of voting needs no analysis. Surprisingly, Jinkies won 100 percent of the vote in the region, performing even better than in Conch Kingdom or Anteria. Vermont and Montpelier and Jambon (The Flying 2) were tied in the region for support. Maricoen, who endorsed Lanaograd during the debates, seems to have been rewarded for doing so. In total, he picked up 63.6 percent of the vote share, crushing Suvmia with a 45-point lead. This information could lead to interesting electoral strategies in the future, where a candidate endorses another from a different region in order to gain even greater support. Hey, if it works in real life it should work in NationStates, right?

Last but not least, Anteria. Their voting patterns greatly resembled that of Conch Kingdom, a curious fact indeed. Does Anteria have a similar political culture to Conch Kingdom? Well, without more data (which we will not have until July) we cannot conclude that for certain. However, it would make sense if they were similar politically. Both regions are associated with the Augustin Alliance -- CK is a member of the alliance, and Anteria enjoys close relations with it (see the Joint Declaration of Friendship). Jinkies swept the region with 80 percent of the vote. Jambon did just as well, winning 73 percent, resembling his other majority in CK. Lanaograd won exactly 50 percent of the votes, comparable to his 55 percent in CK. Interestingly, Legion performed ten points higher than average, winning second with 36 percent. Ridgefield, the region from which Legion hails, is another member of the Augustin Alliance. While Suvmia could not replicate his CK landslide, he won a respectable 53 percent of the vote. In a surprising turn of events, The Pir, who was eliminated in the first round, saw strong support in Anteria. Over a fourth of Pir’s vote share (3/11) came from Anteria. Perhaps his simple messages of greater freedom and community engagement resonated with some voters here.

While this analysis has only focused on four out of thirty regions, the data has revealed some fascinating trends. Firstly (and least surprisingly), well-known candidates will receive disproportionate support from their home regions. Jinkies, Suvmia, Lanaograd, and Maricoen all demonstrated this fact. Secondly, Maricoen’s success in Philippines implies that endorsements can have an impact on the voting results. However, it remains to be seen whether this is true for every region, or only regions that have a relatively homogenous political culture. Thirdly, some regions have similar regional political cultures which could be targeted by candidates in future elections. Conch Kingdom and Anteria, both connected via the Augustin Alliance, had similar vote breakdowns. Anteria also disproportionately supported XII Legion, a candidate from AA region Ridgefield.

Future URA candidates would do well to not ignore these conclusions. Next election, it could be the difference.

URA Founder Shares Vision for the Future in Anteria Interview


Anteria's regional newspaper, the Three-Star Tribune, features URA Founder and Conch Kingdom WA Delegate Free Azell in an exclusive interview on its experience in NationStates. First joining the platform as Ellenburg in 2007, the founder would find it in a decade-long hiatus from gameplay until its return in 2018. Despite its regret, Free Azell also finds its lost years as "blessing in disguise."

The founder also shares its plans to step down from its function as World Assembly Delegate by March 2021, "My future beyond that I plan to continue to work to grow the URA. My first half of 2021 will be spent most likely working with JTF Active and getting some rust off from my R/D skills. Beyond that, I would like to work in a GCR (game created region) which is something I have yet to check off my NS bucket list."

Regional News: Anteria Among Few Large UCRs to Buck Global Trend of Decreasing WA Membership


In its monthly feature on World Assembly trends called The Shift, NationStates Today (NST) lists URA member Anteria among the few user created regions (UCRs) which posted positive WA membership growth. In general, UCRs register a 3.6 percent decrease in WA population in January 2021 when compared to December 2020. The global trend also records a similar fall of 3.6 percent.

Meanwhile, Anteria has increased by 1.5 percent, a significant improvement from its 0.8 percent decrease in December 2020. Three other regions besides Anteria also post positive growth among regions with 100-plus WA members, namely Forest (5.3 percent), The North Pacific (2.5 percent), and Wintreath (1.8 percent). The Shift also notes Conch Kingdom in its survey, among other large URA members, with a decrease of 3.7 percent. This is just about the global average, and in contrast with Conch Kingdom's spectacular 9.4 percent growth in December 2020.

Despite the numbers, NST observes the January data as "breaking the curse of real falls" in relation to 2020. Then again, if last year's performance was any indication, any forecast of recovery may be "preemptive" at this juncture.

Regional News: Philippines Commemorates 10th Anniversary under Longest Serving Delegate


First founded in 2003 and refounded on January 17, 2011, the Philippines is arguably one of the oldest member regions of the URA. In its anniversary message, WA Delegate Ariusgrad lauds the continued development of the region and its active participation in the alliance, "My hope is that the brand of leadership we inspire in the Philippines will be more recognized in the NS world, for no leader is without followership, and throughout the years, even as I have seen members come and go, we have stayed to become stronger and better together." However, far from its emerging international influence today, the Philippines has remained a relatively small and beleaguered region during its initial years as a region, having no more than 20 members by 2012 and being a constant target of invaders. The instability of the delegacy and the regional government it heads before Ariusgrad was a case in point, with any one Filipino delegate lasting an average of 3 months. The Philippines even had four delegates in August 2005 alone.

The assumption of office by its current delegate and president, Ariusgrad, drastically changed the dynamics of the themed region. As the longest serving delegate of the Philippines, Ariusgrad's continuous service from its first election on January 31, 2012 has provided unity, stability, and progress beyond compare in the region's history. From a peak of around 180 members in 2017, the Philippines has maintained membership above 100 for much of 2020. This allowed Ariusgrad to spearhead and sustain an enlarged government structure encouraging WA membership, doubling the number of operational offices from six in 2012 to twelve by 2020. Also, the longevity of Ariusgrad may well be regarded as world-class, as only six other WA delegates in regions with over 100 members have served for more than three years.

In related developments, Ariusgrad has initiated a new program to further spur growth in the Philippines while keeping its principles of "force in being" to uphold regional security in anticipation of new members. Meanwhile, the following commemorative graphic highlights the rich history of the Philippines under Ariusgrad's inspiring administration, which helped mold leaders such as Alliance Vice President Lanaograd and Philippines Defense Force Chief of Staff Secular state of the philippines from one of the largest founderless and multilingual regions in the world.

URA Tribune Circulation Triples with Election Edition


With 300 reads as of this edition's publication, the previous issue of the URA Tribune featuring the January 2021 election campaigns has significantly exceeded circulation of the issue it succeeds by more than three times. This bodes well for the Tribune, one of the flagship programs successfully initiated by the Public Affairs Council this year, moving forward.

The Tribune has also exceeded the readership of its predecessor, the URA Harbinger, which accumulated 235 views since its brief run in June 2020. Outgoing Head of Public Affairs Lanaograd expresses hope that the new council under the leadership of Vermont and montpelier will be able to carry on the noble task of making the Tribune flourish as the alliance's flagship publication.

In connection to this, January 2021 also features a welcome development in information dissemination by the World Assembly Affairs Council as Scalizagasti initiates to publish dispatches concerning alliance decisions on resolution voting. This new tradition is meant "to make recommendations more accessible to citizens."

Ariusgrad's Ninth Year of Public Service as Delegate: What It Means to Lead a Medium-Sized Region in the International Stage


On the momentous day of January 31, 2012, Ariusgrad was elected as World Assembly Delegate of the Philippines for the first time. Ever since, it would be elected three more times in July 2012, June 2016, and May 2020, as it continued to serve the medium-sized region for nine years as of last January. Its administration of the Philippines was with severe difficulty, having to confront both internal and external threats throughout the years. If foreign observers would say the Philippines had not been facing any serious threat nowadays, it was most likely attributed to Ariusgrad's solid fundamentals of solidarity, sustainability, and anticipatory governance. Finding an unstable region which saw three delegates resigning within a span of a year, and a population of around 20 nations, it strived to mold the Philippines as one of the world's largest. In 2014, the Philippines achieved high regional power status for the first time, while in 2017, it was labeled as an enormous region which it had sustained to this day. Indeed, the Philippines was one of the world's largest founderless and multilingual regions, registering as 20th and 7th respectively at one time in 2020. Meanwhile, perhaps Ariusgrad's humility was a fault to an extent, as many in the NationStates community may have not yet heard of this heroic figure who not only guided the Philippines for most of its modern history (the region was refounded on January 17, 2011, making Ariusgrad's delegacy cover around 90 percent so far), but also endeavored for the Philippines to be an active participant in many stellar defenses with renowned defender coalitions, including that of Japan, Singapore, Asia, Iran, Syria, Belgium, Katipunan, Angvar, Region of Reunited Muslim States (now United Empire of Islam), and ASEAN (now Association of Southeast Asian Nations), among others.

Embracing the Filipino Community in NS: PCARI Established as Inclusive Consultative Body for Philippine-themed Regions


In recognition of the growing Filipino community, wherein some had chosen to establish regions of their own than to merge with the lead region Philippines, the region's World Assembly Delegate Ariusgrad spearheaded the signing of the PCARI Declaration last February 8 with six other Filipino-themed regions and two Filipino-themed institutions. PCARI, which stood for Philippine Council of Affiliated Regions and Institutions, was derived from the concepts introduced in the 2013 Philippine Regional Convention, a global conference hosted under the Ariusgrad administration that was opened for all Filipino-themed nations.

While there had been mergers in the region's history involving regions like the Philippine Wing Islands, Filipino, Katipunan Union, and Allied Nation for Transparency, there were also regions which pursued their autonomy and sovereignty along with keeping warm relations with the Philippines. With this consultative body in the books, Ariusgrad saw the opportunity of even closer relations with these regions, which collectively registered 140 members as of signing. The PCARI Declaration had the Philippines, as the historical forerunner of the Filipino community in NationStates, being the lead of this new council.

Philippines Candidate Lanaograd Elected New URA Vice President after Close Campaign

The 30-strong United Regions Alliance (URA) held its general election last January 25 to 31, with the Philippines uniting behind its only candidate, former URA Head of Public Affairs Lanaograd, who launched a bid for Alliance Vice President. Despite massive support from its home region, it had seen its pre-election lead at 52 percent slightly shrink enough to deprive it of an outright majority, obtaining 49 percent of the vote in the first round of voting, followed by Ridgefield's The XII Legion Fulminata with 25 percent, Former Head of Recruitment New Reiji with 18 percent, and the Democratic Commonwealth's Trekinstan with 8 percent. While Lanaograd's first round lead of 24 points over XII Legion was larger than Suvmia's lead over Maricoen, New Reiji and Trekinstan somehow outperformed pre-election surveys enough to force two more rounds of voting. With the third round giving Lanaograd 71 percent of the vote, the highest for any vice presidential candidate in alliance history, the URA welcomes the representative from the Philippines as its new Vice President. Both New Reiji and XII Legion have expressed their desire to run for positions in the next election cycle.

Unlike the July 2020 results, XII Legion appeared more amenable to accept the outcome of his second run for the said position. To recall, XII Legion lost by one vote to outgoing Vice President Honeydewistania in the previous election cycle. Meanwhile, Lanaograd had this to say in its post-election speech, "We have once again proven that the URA is an alliance and an arsenal of democracy. As we embark on the journey of inclusive and sustainable growth, we can hope that more voters would emerge in the years to come."

During the campaign, Lanaograd in particular had been publicly endorsed by Former URA Vice President Honeydewistania, New Eastern Europe WA Delegate Maricoen, India WA Delegate Indusse, and Philippines WA Delegate Ariusgrad, among others.

Philippines Delegate Voting Power Up 16 Notches in February Ranking


In a delegate voting power ranking released by Augustin Alliance, the Philippines ranked 119th in the world as of February 9, an improvement from being 135th in another ranking published by Refugia two months ago. In a statement, Ariusgrad saw this as a motivation for continuous efforts in sustaining the region's World Assembly membership campaign.

In a related development, the Philippines had once again achieved 100 percent delegate endorsement rate as of February 14, Valentine's Day. The remarkable endorsement levels of the Philippines was attributed to one of Ariusgrad's early defensive principles, that of cross-endorsement. While looked down by the region's members back in Ariusgrad's early years as Delegate (it was first elected in 2012) because it theorized a critical mass of at least 20 percent WA membership in proportion to total population and a minimum of 80 percent delegate endorsement rate, the significance of such best practice was seen in action with high influence levels reinforcing a tally of historic defenses. Immediately prior to the 2017 Christmas Invasion, there were only three (3) members with influence above 3,000. Today, there were about 23 members at this level. Defense Minister Secular state of the philippines emphasized how these best practices by Ariusgrad had helped the medium-sized region flourish.

PEFToN Affiliates with Philippine Defense Force, Assists in Japan and Belgium Defenses


Formed in February 2021 by Fort ilocandia, the Philippine Expeditionary Force to the Nations (PEFToN) was designed to be an autonomous fortress unit participating mainly for overseas missions. Soon after formation, it became affiliated with the Philippine Defense Force (PDF), the central military organization of the Philippines dedicated to both regional and global operations. With an initial membership of three, it had since doubled as it expanded operational capacity. One of its more notable missions thus far included the defense of embassy allies Japan and belgium. Fort Ilocandia stated how PEFToN would augment the achievement of Ariusgrad's vision to have ready power for peace. Meanwhile, the Philippine Defense Force was continually recruiting. It was announced last January how the PDF had already doubled its inaugural membership of 15 in May 2020. At least four officer promotions had been publicly endorsed in the past few months.

Philippines Maintains 150+ Embassies as Ariusgrad Launches New Membership Growth Drive


As of February 15, 2021, the Philippines had established more than 150 embassies with key allies, a feat in foreign relations and diplomacy under the Ariusgrad administration. Prior to Ariusgrad's assumption of office, the Philippines had built less than 20 embassies, none of which had significant international influence. Today, not only had the Philippines successfully joined the 30-member United Regions Alliance as an active participant, embassies continue to foster good relations with major regions such as 10000 Islands, The Rejected Realms, The Order of the Grey Wardens, Spear Danes, Founderless, St Abbaddon, First World Order, Force, and members of the Augustin Alliance.

In a related development, Ariusgrad announced at the heels of the region's 10th anniversary since refounding that the Philippines would again conduct a recruitment drive to attract new members. A number of recruitment campaigns had been initiated under Ariusgrad in the past years, allowing the Philippines to grow from around 20 members in January 2012 to more than 100 members today. Ariusgrad had also reiterated its official support for roleplaying and mapmaking programs, some of which had attracted a sizeable audience in the forums.

Ariusgrad as Great Sponsor of Roleplaying and Mapmaking in the Philippines


Ariusgrad, the longest serving World Assembly Delegate of the Philippines (first elected January 31, 2012), may had not been particularly known for its personal participation in roleplaying and mapmaking activity due to its focus on regional and global affairs. Nonetheless, its unwavering support for such activities in the RMB, in the forums, and even in external platforms to continually spur engagement within and beyond the region had been well documented throughout the years. Indeed, a number of successful Filipino-themed RP and map projects had been conducted under the Ariusgrad administration. To wit,

Then again, Regional Affairs Minister Lanaograd felt the necessity to reiterate in a disclaimer the drawing the fine line between reality and fiction, especially in this game-based platform, when it partially finished its comprehensive history of the Philippines last week. This was in consideration of the possibility, however fringe, of external observers deriving out-of-character information from NationStates and appropriating them for their own selfishly malicious ends. Hopefully, the following more recent snippets from the rich history and culture of the Philippines as a roleplaying and mapmaking community, well promoted under the aegis of Ariusgrad, could encourage many more to join the fun.

Tenth Anniversary Commemoration, Third Philippine Olympics Successful


The Philippines as a refounded region traces its history back to January 17, 2011, when founders Puan Puri Naduk and Wolficity facilitated the process. In NationStates as a whole, however, the Philippines goes further back to 2003, with Elvaraland as the first World Assembly (WA) Delegate of the region. The initial population of the Philippines in 2011 was four.

Fast forward to 2021, the Philippines boasted a population of more than 100 members, a figure which had been sustained since last year. To commemorate the occasion, Delegate and President Ariusgrad hosted the 3rd edition of the Philippine Olympics, a tradition which began in July 2013. This year's regional meet, held on February 22 to 23, featured what was perhaps the largest contingent of participants with 12 nations from across the world sending their brave athletes to New Clark City.

As expected, the host nation Ariusgrad garnered the top spot as overall champion with three medals (1 gold, 1 silver, 1 bronze). It was followed by Lanaograd (1 gold, 1 bronze), Manilenyos (1 gold), Emperio maharlika (1 silver), Geolagarta (1 silver), and Kalayaan and sabah confederacy (1 bronze). Meanwhile, middle-tier nations which also participated so wonderfully despite having won no medals received the Bataan Award as symbolic for their perseverance. The awardees were Fort ilocandia, Seludong, and United Adaikes.

Despite the competitiveness, we learn that we are all part of a shared community, with a shared history, and a shared affinity for the well-being of all. It is from the sportive tradition that we have derived hardworking heroes and dedicated heroines who represented the virtues of true champions. For as we enter these games in top form, so should we also have satisfaction that we face the best of the best fair and square. May the Philippines continue to be a beacon of liberty and a symbol of freedom, not only in the political sense, but also in every aspect of life as we know it. Mabuhay ang Pilipinas! Mabuhay ang mga atleta ng bayan!

Tenth anniversary celebrations also included remembrance of those who have fallen into inactivity throughout the region's long history, as well as planning for the future. For one, with the success of the Philippine Olympics which extended participation even beyond the region, international meets were eyed to be conducted on a more regular basis. Ariusgrad's emphasis on solidarity, sustainability, and anticipatory governance has also guided forward thinking for the next decade of the Filipino community here. Included in the agenda was raising leaders that will create leaders, as exhibited in the example of Lanaograd, who rose as Vice President of the United Regions Alliance under the active mentorship of Ariusgrad.

URA Signs Cooperation Deal with The North Pacific


On February 26, 2021, United Regions Alliance (URA) President Suvmia announced that the 30-strong alliance has signed a memorandum of understanding with The North Pacific (TNP). This agreement formalizes ties between the two entities, initiating an exchange of ambassadors and providing a foundation for future cooperation.

Signatories on the URA side were Founder Ellenburg, President Suvmia, and Vice President Lanaograd. Meanwhile, WA Delegate McMasterdonia and Foreign Affairs Minister Praeceps have signed on the side of The North Pacific.

New Membership Drive Shows Promise As Ariusgrad Builds Ties with the Pacifics


In line with tenth anniversary future planning, Delegate and President Ariusgrad has initiated renewed recruitment drive with Foreign Relations Minister Emperio maharlika and Media Relations Minister Kalayaan and sabah confederacy being the focal nations for the campaign. Since 2021 began, the average number of entrants to the Philippines was pegged at 20. In the first week of March alone, 8 new entrants were already recorded. However, Regional Affairs Minister Lanaograd noted that while new members were coming in, the region's staying power or the capacity to keep membership remained low.

In the week after Ariusgrad announced its intention to launch the recruitment campaign, average weekly membership was at 111 (February 1 to 7), a slight increase from 110 on January 23 to 30, but this has decreased to 107 last week (February 22-28) despite the successful Philippine Olympics being conducted at this time. Lanaograd, however, expressed hope that the boost of recent regional activity might have been delayed due to factors beyond the control of the regional government. It also added that keeping membership above 100 for so long despite the circumstances can be attributed to the stability provided by the Ariusgrad administration for the Philippines.

Meanwhile, international relations continue to be a priority for Ariusgrad as the embassy count nears 160. In a bid to streamline the process, the Philippines delegate has released two weeks ago an embassy policy for the Philippines. It has provided special exceptions to the criteria for members of the United Regions Alliance (URA) and the Philippine Council of Affiliated Regions and Institutions (PCARI). This was also meant to reinforce the longstanding principle of Ariusgrad that the Philippines is not an embassy collector, but a region actively seeking potential allies.

In relation to this, the Philippines had successfully restored ties with The North Pacific (TNP, which Ariusgrad had informal talks in the period 2012-2013) and The East Pacific (TEP, which maintained embassies with the Philippines in the period 2017-2018). The two regions are the second and third largest regions in the world, respectively, in terms of total number of member nations. The Philippines has also opened formal relations with the West Pacific (TWP), one of the largest regions in the world. While these regions in particular had a history of raiding the Philippines, the circumstances have changed since. In fact, TEP was one of the members of the massive defender coalition which assisted the Philippines in the famed Christmas Invasion, an operation that involved over 70 invader nations.

The Philippines has also expressed its interest to be part of the Partnership for Sovereignty (PFS), a World Assembly voting bloc founded by the region's longtime allies, namely 10000 Islands, the Rejected Realms, and the South Pacific. The PFS aims to "defend the values of self-determination, positive community, and respect for the World Assembly and its processes." While Ariusgrad has yet to hear about their decision, it has stated that the Philippines being a member would be a great boost for the cause of small- and medium-sized regions, which remains to be well represented in the august halls of the World Assembly. The delegate added that since it is a legislative bloc rather than a military organization, it saw that the power of ideals and principles would prevail as an aspect wherein the Philippines could actively contribute.

All of the PFS members currently have a membership of over 250 nations. It has also claimed at least 1,580 WA votes from its delegates, second only to the World Assembly Legislative League (WALL) and its estimated voting power of over 2,000. The URA, which the Philippines has been an active member since last year, registered some 550 votes from its delegates.

Philippines Delegate Voting Power Drops in March with Forces Dispersed for Overseas Missions


In a delegate voting power ranking released by Augustin Alliance, the Philippines dropped 24 places from 119th last month to 143rd in the world as of March 3. In a statement, Ariusgrad attributed this decline to overseas defense missions which the Philippines had committed to. This included a contingent for the much-watched liberation of The Embassy, the largest embassy collector region in the world prior to being invaded, as well as operators sent for rebuilding efforts of at least two small regions. Meanwhile, the delegate has assured that the region's World Assembly membership campaign remains ongoing as efforts continue to pour for the development of new members.

In a related development, the Philippines retained 100 percent delegate endorsement rate in the past two weeks. The remarkable endorsement levels of the Philippines was attributed to one of Ariusgrad's early defensive principles, that of cross-endorsement. While looked down by the region's members back in Ariusgrad's early years as Delegate (it was first elected in 2012) because it theorized a critical mass of at least 20 percent WA membership in proportion to total population and a minimum of 80 percent delegate endorsement rate, the significance of such best practice was seen in action with high influence levels reinforcing a tally of historic defenses. From 23 members above the influence level of 3,000 last month, the Philippines has now registered 24 members in the same level.

PDF, PEFToN Leads Kalayaan War Games


Through the initiative of Philippine Defense Force (PDF) Teniente Letnan and Philippine Expeditionary Force to the Nations (PEFToN) Commander Fort ilocandia, the Philippines has conducted military exercises dubbed as the Kalayaan War Games through an external platform. Done in conjunction with the commemoration of the EDSA People Power Revolution from February 22 to 25, the War Games saw the engaging participation of 16 of the PDF and PEFToN members to strengthen the region's defensive capacity, camaraderie, and internal coordination. Approved by Ariusgrad, the PEFToN is the affiliated fortress unit of the PDF dedicated mainly to overseas missions and regional defenses. Before the PDF and PEFToN, local affiliated units reporting to the Philippines Delegate such as the Philippine Army had been conducting both regional and global defense operations.

PCARI Admits Independent Defender as New Member


Inaugurated on February 8, 2021, the Philippine Council of Affiliated Regions and Institutions (PCARI) was spearheaded by Ariusgrad with the Philippines as lead region to further embrace the growing Filipino community in NationStates. The latest member to join was the defender region The Remiferian Armed Forces, established by Remiferia on October 5, 2020 as a peacekeeping force. This development was seen as affirmation to the mission of PCARI as an inclusive consultative body for Philippine-themed regions and institutions all over the world.

Feature: Filipino Characters in Popular Anime


Barangay 143, aired on local television in 2018, and produced by ASI Animation Studios and TV Asahi, may be considered as the first Filipino-created anime. It featured a Filipino cast and a setting in the Philippines. However, Filipinos have also been featured in Japanese anime for quite some time. The following would be a few of them.

Mari Mutoh of Japan Sinks 2020 hailed from Cebu City. In her younger years, she was a swimmer. Later on, she worked in a resort hotel. Her surname came from her husband, lights engineer Koichiro Mutoh.

The cheerful and gentle Shirley of Fate/Zero was a master's degree holder at the age of 13. She was a resident of Alimango Island, supposedly part of Negros Occidental, where Kiritsugu Emiya was also raised.

From left to right: Eleki Battery was the Filipino junior lightweight champion who fought Tatsuya Kimura to a draw in Hajime No Ippo (locally known in the Philippines as Knockout). Morris West, believed to have been based in real life Filipino boxing world champion Morris East, was the Filipino middleweight champion who lost to Mamoru Takamura in a championship qualifier. Nefuma Ozca was also a Filipino boxer in the junior lightweight division. He was ranked 5th when he lost to Kimura.

Feature: COVID-19 Information Campaign


As early as January 2020, Philippines Delegate Ariusgrad had been concerned about the spread of COVID-19, still known then as nCov (novel coronavirus). Therefore, it had initiated an extensive awareness and information campaign in the region to help fight the said disease, considering even to this day, there were still variables of the illness which remain beyond human knowledge so far. This space is dedicated for the campaign, featuring a helpful infographic from Statista, utilizing various sources for its data.

The URA is happy to announce a brand new format for RPing that will be separate from the regular URA RP! This innovative new character-based Roleplay will be based around a Wrestling Federation the URA Wrestling federation. Please find information in this dispatch.

The URA is proud to present a newly formed RP Wrestling federation that is being formed in the coming month. It's quite simple you create your wrestling character Male or Female. You then Role-play as that character as you compete against your fellow URAers and others. Roleplaying will happen in the URA discord.
