The Free Land of Woofers is a massive, orderly nation, ruled by Nyu with an iron fist, and remarkable for its triple-decker prams, ritual sacrifices, and ban on automobiles. The hard-nosed, cynical, devout population of 1.104 billion Woofers are ruled without fear or favor by a psychotic dictator, who outlaws just about everything and refers to the populace as "my little playthings."
